THIS IS AN AT-WILL POSITION.
Palm Beach County’s Purchasing Department is seeking a skilled and experienced Purchasing Manager to join our team and lead the way in ensuring cost-effective, compliant, and innovative sourcing solutions that support our departments.
KEY RESPONSIBILITIES
Reporting to the Purchasing Director, this position plays a pivotal role in overseeing complex procurement projects, guiding Department staff, and collaborating with internal and external stakeholders to drive effective purchasing operations. The Purchasing Manager supports strategic sourcing initiatives and ensures compliance with procurement policies and standards. Leadership & Staff Management
- Supervise, train, and mentor Purchasing staff
- Provide procedural guidance and interpret specifications for staff to ensure efficient procurement practices.
- Manage performance and staff development.
- Coordinate staff involvement in procurement training and pre-bid/bid opening conferences. Procurement Operations & Compliance
- Lead complex procurement projects and manage solicitation processes: Invitations for Bids (IFBs), Requests for Proposals (RFPs), Requests for Quotes (RFQs), etc.
- Approve procurement documents and award recommendations within authority limits.
- Ensure compliance with procurement policies, post-award procedures, and evaluation processes. Strategic Sourcing & Contract Management
- Assist Department leadership in developing and managing a County-wide strategic sourcing program.
- Identify and implement cooperative contracts and piggybacking opportunities.
- Oversee contract administration, including post-award monitoring and compliance tracking.
- Analyze contract spend data and make recommendations to improve efficiency and savings. Planning & Performance Management
- Assist departments in planning future procurements to avoid service gaps.
- Support the development and tracking of procurement key performance indicators (KPIs) and strategic plans.
- Conduct research and make operational recommendations to enhance the Department’s effectiveness. Interdepartmental & External Collaboration
- Serve as liaison between vendors and County departments on procurement matters.
- Coordinate activities with the County Attorney, Risk Management, and the Office of Small Business Assistance (OSBA).
- Represent the Department in meetings with agencies, businesses, and community groups.
- Deliver procurement-related presentations and training to stakeholders.
MINIMUM REQUIREMENTS
This position requires qualified applicants to possess one of the following:
- Bachelor’s Degree in Business or Public Administration, Management, Business Law, Marketing, Purchasing, or related field and five (5) years of progressively responsible, professional experience in large-scale procurement operations, which includes two (2) years of supervisory experience, or
- Unrelated Bachelor’s Degree and six (6) years of progressively responsible, professional experience in large-scale procurement operations, which includes two (2) years of supervisory experience, or
- Associate’s Degree in Business or Public Administration, Management, Business Law, Marketing, Purchasing, or related field and seven (7) years of progressively responsible, professional experience in large-scale procurement operations, which includes two (2) years of supervisory experience, or
- Graduation from high school/equivalent recognized certification and nine (9) years of progressively responsible, professional experience in large-scale procurement operations, which includes two (2) years of supervisory experience.
ADDITIONAL PREFERRED QUALIFICATIONS
Preferred qualifications include:
- Experience using an Enterprise Resource Planning (ERP) system
- Experience using an automated financial system (e.g., Advantage)
- Current National Institute of Governmental Purchasing Certified Procurement Professional (NIGP-CPP) Certification
NECESSARY SPECIAL REQUIREMENT
: The selected candidate must obtain a professional procurement certification, such as NIGP-CPP or related within 23 months from date of hire.
