Your responsibilities will include determining the best procurement methodologies, managing the evaluation and award process, ensuring contract compliance, and working closely with various departments to meet their procurement needs. Essential Job Functions Procure or facilitate the procurement of all goods and services for the City. Determine the best procurement methodology. Issue solicitations and determine if solicitations meet the needs of the RFB, RFP, RFQ, or RFI requirements. Manage the evaluation, selection, and award process by creating scoring sheets, running the evaluation committee, and awarding contracts to the winning bidder(s). Recommend the award of solicitations for RFB’s. For RFP’s, RFQ’s, and RFI’s where proposals are reviewed by an evaluation committee and the recommendation of award is provided by the evaluation committee. Recommend the renewal of contracts to the department or departments that utilize the contract. Perform public bid openings for each public bid offering. Perform in-person and Microsoft Teams pre-bid meetings depending on scope and the need for on-site, in-person bid walks. Work with the City Clerk’s office on publication of all public bid offerings and scheduling. Assist departments on budgetary bids for the upcoming budget season. Assist in the development of specifications/scope of work and ensure, to the extent practical, that they are competitive. Development/implementation/administration of procurement policies and procedures, and operations manuals. Manage contract compliance including, but not limited to, contract performance, required insurance coverage, payment of subcontractors, resolution of disputes, claims, and protests. Manage the evaluation vendor/contractor performance process. Perform related tasks as required or assigned. Minimum Qualifications, Licenses, Certifications Bachelor’s degree in public administration, Procurement, Business Administration, or related field required. Any National or State recognized procurement certification preferred. 5 years of procurement experience working in a city or county government procurement role or a large company is required. Experience in a Florida city or county procurement role preferred. A combination of other education and experience may be considered in meeting minimum education and experience requirements.

As a condition of employment, City of St. Pete Beach employees may be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.
