Summary:
The Senior Vice President, Contracts and Procurement is responsible for leading Atlanta Housing’s
solicitation and acquisition of goods and services necessary to meet Atlanta Housing’s needs as it
serves some 26,000+ low- and moderate income families. The primary emphases of this role provides
strategic and accountable leadership for all Atlanta Housing (including affiliates and subsidiaries)
solicitations, manages and oversees all procurement and contracting activity, maintains accountable
contract compliance, provides robust procurement forecasting, educates internal and external clients
as to Atlanta Housing’s procurement practices, and promotes Atlanta Housing’s Small Business
initiatives. The professional in this position provides visionary leadership and oversight of the
practices and activities that safeguard the transparency, competition and integrity of Atlanta
Housing’s procurement methods and strategies. This leadership position manages a team yet
requires direct execution in addition to strategic oversight and development of the team. This
position reports directly to the Chief Operating Officer.
Role and Responsibilities:
Manages the timely workflow and processing of formal and informal procurement activities including invitation for bids, requests for proposals and other procurement methods, as appropriate, for the acquisition of goods, services, information technology and construction services, etc.
Serves as the focal point liaison between Atlanta Housing and third-party vendor and contractor entities on all acquisition activities.
Collaborates with all departments throughout the agency to facilitate the smooth, timely, and regulatorily compliant acquisition of goods and services.
Leads, coordinates, manages and facilitates the strategic direction, design, development, implementation and coordination of all Contracts and Procurement Services departmental operations and activities efficiently and effectively within appropriate policy guidelines, with an emphasis on consummate “customer responsiveness,” including, but not limited to: (i) development, publication and evaluation of all phases of the solicitation and acquisition processes; (ii) enhancement of Department and individual team policy and procedures; (iii) completion of special projects/initiatives; (iv) systems and quality assurance activities that facilitate the electronic conversion (i.e., E-Procurement) of the department’s acquisition, strategic relations, quality assurance, compliance and administration activities; (v) delivery of strategic relations activities including monitoring compliance with government labor regulations and internal and external reporting; (vi) internal/external marketing, training, technical assistance of the Department’s activities and services; (vii) Vendor Database recruitment/outreach, monitoring and maintenance; (viii) state-of-the-art internal training programs and curricula related to Contracts and Procurement Services activities; (ix) facilitation of emergency or other unplanned acquisitions and such other acquisition activities as Atlanta Housing, or its subsidiaries, may require from time to time; (x) and provide analysis, tracking and reporting of sourcing trends and vendor performance on a regular basis to demonstrate progress against strategic objectives.
Advise executive and senior leadership on matters that impact the Atlanta Housing’s solicitation, compliance and other procurement related activities in a timely manner with recommendations regarding appropriate responsible actions.
Effectively interface with Atlanta Housing Business Unit members, contractors and members of the public on a regular basis and maintain the integrity and confidentiality of the acquisition cycle process.
Maintain an up-to-date knowledge of local, State and Federal regulations and requirements related to Contracts and Procurement Services activities.
Perform such other related duties as may be required and/or assigned.

Requires demonstrated proficiency of current office technology and software applications and demonstrated use of such technology/applications on a regular basis. Excellent research and analytical skills and experience in various phases of the acquisition and management processes.
Education and Experience:
Master’s degree or higher from an accredited educational institution in a related field. 10+ years of related managerial/leadership experience leading a procurement or related department or equivalent combination of education and/or experience required. Strong management skills, interpersonal skills, commitment to and delivery of excellent customer responsiveness, creativity, organizational skills and demonstrated proficiency and use of software application(s). Excellent presentation and communication skills are required to respond to questions from Business Unit members, vendors and customers. Good knowledge of the Code of Federal Regulations (C.F.R.) and/or U.S. Housing Urban Development (HUD) regulations, handbooks and interpretation is preferred. Certified Purchasing Manager (CPM), Certified Public Purchasing Officer (CPPO), or Certified Professional Public Buyer (CPPB) certifications are highly desirable. Private or public sector procurement, contracts and acquisition experience. (Mixture of public and private experience is a plus).
Working Conditions:
Works in an office environment. May require frequent bending, stooping, reaching and prolonged
sitting and/or standing, extensive research, reading, and lifting of files usually not exceeding 15
pounds. Occasional travel may be required. May be required to have a valid Georgia Driver’s License
and be fully insurable for the purpose of obtaining clearance on company “Authorized Drivers List.
