Director of Accounts Payable, Contracts and Procurement

ACCOUNTABILITY OBJECTIVE

This leadership position is responsible for overseeing and integrating all aspects of the district’s purchasing, financial disbursement, and contractual agreements. The Director of Accounts Payable, Contracts and Procurement will ensure efficiency, transparency, and compliance with all applicable laws, regulations and with policies of the school district to provide quality educational services to our students.

PRINCIPAL RESPONSIBILITIES

Lead and manage a team of professionals across procurement, accounts payable, and contracts, fostering a culture of high performance, collaboration, and continuous improvement Ensure compliance with federal, state (M.G.L. c. 30B, M.G.L. c. 71, M.G.L. c. 7C, and other relevant statutes), local procurement laws, regulations, and district policies Develop and monitor key performance indicators (KPIs) to assess the effectiveness of operations and identify areas for improvement, including improved cash flow Manage a comprehensive vendor management program, which includes the procurement lifecycle, assisting district staff with needs assessment, purchase order management, performance and relationship management Manage and optimize the accounts payable function, ensuring timely and accurate processing of invoices and employee expense reimbursements Maintain robust internal controls to safeguard district assets and prevent fraud Responsible for the centralized contract management system for efficient tracking, monitoring, and renewal of all contracts Collaborate closely with the Citys legal counsel on contract requirements, oversight and management Conduct regular internal audits to ensure compliance with policies and regulations Function as district primary point of contact regarding district procurement, accounts payable, and contract matters Represent the Worcester Public Schools as a liaison to City Procurement, Treasury, and Auditing for districts supply and service management Responsible for providing guidance and training to district staff on procurement, accounts payable, and contract procedures and compliance Performance of other job-related duties as assigned Responsible for assuring equal educational opportunity to all individuals regardless of race, color, gender, age, marital status, religion, gender identity, national origin, sexual orientation, homelessness, or disability

MINIMUM QUALIFICATIONS

Bachelor’s degree in business administration, finance, accounting, public administration, or a related field Minimum of three (3) years of progressively responsible experience in procurement, accounts payable, and/or contract management, with at least 1-3 years in a leadership or supervisory role Demonstrated experience working within a Massachusetts public sector entity (municipal, state, or school district) with direct responsibility for compliance with M.G.L. c. 30B Proficiency with enterprise resource planning (ERP) systems (e.g., Workday, Munis, Infinite Campus, etc.) and Microsoft Excel Exceptional communication (written and verbal) and interpersonal skills, with the ability to build effective relationships Proven ability to manage multiple priorities in a demanding environment Commitment to public service and the mission of an urban K-12 school district

PREFERRED QUALIFICATIONS

Five years experience as a leader working in a financial department with demonstrated knowledge of Massachusetts state law governing public education, public procurement, best practices, and successful fiscal management Masters degree in business administration, finance, accounting, public administration, or a related field Possess active Massachusetts Certified Public Purchasing Official (MCPPO) certification Certified Professional in Supply Management (CPSM) or similar certification
