About the Position
The Mississippi Department of Finance and Administration’s (DFA) is seeking a Procurement Team Leader to join the Office of Procurement and Contracts (OPC). This is advanced-level professional procurement work. The selected candidate will ensure DFA’s compliance with Mississippi law, as well as procurement rules and regulations related to the purchase of services, commodities and technology products. The Procurement Team Lead will also assist with reporting requirements for OPC as well as help with the yearly internal audit of OPC. The Procurement Team Lead will also take part in the invoice review and payment process for OPC. The selected candidate will also supervise other DFA OPC team members.
What you’ll need to be Successful
Knowledge of the State of Mississippi’s Procurement statutes and regulations. Ability to work in a fast-paced ever-changing environment. Ability to coordinate multiple projects at one time. Strong attention to detail Strong interpersonal skills, including excellent communication.
Preferred Qualifications
Typically requires High School Diploma or equivalent and 7-8 years of experience. •

Examples of Work
This is first-level supervisory/managerial procurement work with responsibility for planning and directing the procurement division. Incumbents are accountable for preparing and maintaining records of inventory of supplies and equipment; advertising for bids for major purchases; and analyzing and maintaining departmental purchasing regulations and procedures to obtain competitive bid prices. Work also includes professional contract development and/or analysis of contract proposals, contract documents, and bid documents, the development of invitations for bid and/or requests for proposals, and the development and administration of contracts. The incumbent reviews procurement information submitted by state agencies. The work includes responsibility for the planning and administration of complex contracts. Incumbents assist state agencies in interpreting and adhering to state policies and procedures. Incumbents in this level work independently or as a team manager. Incumbents possess knowledge of professional procurement principles and techniques, state and federal laws, and rules and regulations. Supervision is exercised over vocational subordinate procurement staff.
