PURCHASING MANAGER BOLLINGER MISSISSIPPI SHIPBUILDING LLC 900

Bayou Casotte Pkwy, Pascagoula, MS 39581 GENERAL

FUNCTION

Responsible for managing the purchasing department which includes, but is not limited to, personnel actions, metrics development and monitoring, cost and quality control and contract negotiations. Reports directly to the Sr. Purchasing Manager of Supply Chain Management.

TYPICAL DUTIES

The following statements are intended to describe the general nature and level of work being performed and are not to be construed as an exhaustive list of all responsibilities. Recommends departmental policies and procedures and ensures team compliance to procedures and applicable laws and regulations. Directs, monitors and instructs work of purchasing personnel and clerical personnel. Evaluates performance and initiates personnel actions. Performs a broad range of specialized procurement functions, including inventory level control, requisitions review, supplier competitiveness, product evaluation and major procurement dedicated to specific projects. Performs special projects and promotes small business activity/achievement of goals. Ensure adherence of purchased materials/rentals/services compliance with Company and regulatory standards. Resolves material delivery, shortages, returns and pricing discrepancies. Formulates short and long-term strategies to ensure quality and continuity of supplies while minimizing total cost. Responsible for development of alternative sources to ensure continuity of supply, consistency of quality and competitive pricing. Consolidates requirements and develops most suitable method of purchase such as spot purchase order, contracts, blanket orders, consignment material with supplier stocking arrangements. Evaluates suppliers through methods such as supplier visitations and various objective performance measures, including on-time delivery, service performance and price performance (certify as necessary). Ensures the team successfully manages supplier performance. Implements methods of measurement for personnel performance and supplier performance.

REQUIRED KNOWLEDGE, SKILLS & ABILITIES

Knowledge of material planning, purchasing/subcontracting, and understanding of marine drawings. Knowledgeable in various fabrication services as well as Domestic and International sources of supply. Knowledge of Department of Defense and Commercial purchasing and subcontracting rules and regulations, including the Federal Acquisition Regulations, and Defense Federal Acquisition Regulations. Understanding of ITAR and EAR Computer skills with general knowledge of Windows Office Suite, material requirements planning, enterprise resource planning, and database programs. Generate effective communications, establish, and maintain good and effective relations and a positive image with suppliers, customers, and co-workers.

DESIRABLE EXPERIENCE & TRAINING

Bachelor’s degree preferred or equivalent college level course study in business, procurement or another related field or any equivalent combination of experience and training which results in the required knowledge, skills and abilities. Five years’ purchasing experience to include, but not limited to pipe, valves and fittings and high strength steel materials.
