Primary Function of Organizational Unit To provide centralized services in locating and maintaining the best sources of supply for the goods, materials, equipment, and services needed by the university divisions and departments to conduct their business. Primary Purpose of Position Reporting directly to the Vice Chancellor for Administration and Finance, the Director of Purchasing provides leadership and direction of a purchasing service operation aimed at providing best-in-class service, maximizing cost savings, and minimizing risks through competitive sourcing, compliance with internal and external policies, focused contract management, strengthening vendor relationships, and educating the organization of prudent pathways and timelines to secure goods and services. Required Knowledge, Skills, and Abilities

  • Higher education purchasing experience preferred.
  • Advanced knowledge of e-procurement and contract life-cycle management systems; Jaggaer experience preferred.
  • Knowledge of Ellucian Banner ERP system preferred.
  • Ability to negotiate and manage contractual arrangements.
  • Ability to apply and interpret policies and procedures in a sound and reasonable manner.
  • Ability to conduct competitive solicitations.
  • Excellent analytical and organizational skills.
  • Excellent written and oral communication skills.
  • Great interpersonal skills to interact effectively and diplomatically with a wide range of individuals in a high-pressure environment.

  • Knowledge of North Caroline State purchasing policies and procedures preferred.

Minimum Education/Experience Bachelor’s Degree in business administration, management, or other related fields. Minimum of 5 to 7 years of progressively responsible purchasing experience, preferably in a university or governmental setting, and 3 to 5 years of management and supervisory experience. Licenses or Certification required by Statute or Regulation

  • One or more professional procurement certifications (e.g., CPP, CPPM, CPM, CPSM, CPSD) preferred.
  • North Carolina Contract Manager Certification must be obtained within one year of hire date.

Primary Responsibilities and Duties Function Administrative
Describe the specific tasks and responsibilities related to the function. Develops, recommends, and administer policies, procedures, and processes for the university procurement and contracting services, implements and monitors compliance with approved policies, procedures, and processes, enduring alignment with the university’s mission, values, and local, state, and federal laws and regulations.
Directs traditional procurement operations as well as Expense Reporting.
Oversees and maintains responsibility for the Purchasing Card program, including both supply and travel cards. Develops and maintains a high-performance team providing best-in-class service.
Ensures University policies and procedures are compliant with UNC System, Federal, and State policies and regulations.
Function Administrative
Describe the specific tasks and responsibilities related to the function. Ensures integrity of all procurement processes.
Manages contracts renewals, month over month usage, and vendor due diligence.
Manages the execution of request for proposals, bid analysis, contract development, and negotiation, ensuring that the end-to-end process is well documented and transparent.
Drives process improvement and continuous improvement in all aspects of assigned job duties.
Works closely with Accounts Payable and internal business partners to promptly resolve supplier payment issues.
Facilitates supplier selection and develop data analysis and requirements for informed supplier decisions.

Describe the specific tasks and responsibilities related to the function. Serves as subject matter expert for best-in-class procurement practices and tools.
Works with operations teams to identify and execute new or creative approaches, strategies and processes to address a business need.
