Job Description
General Definition of Work
The director of procurement services, under minimal supervision, performs senior-level work with considerable decision-making discretion in the overall management of district-wide procurement programs and day-to-day operations of the department. This position is responsible for performing advanced analysis related to complex purchases, competitive requirements, reporting, and monitoring. Employee performs district-level work to carry out Board of Education policies under the direction of the executive director of procurement services.

Place of Work
The normal place of work is on the premises used by Charlotte-Mecklenburg Schools. Charlotte- Mecklenburg Schools reserves the right to require you to work at such other place(s) as it may reasonably require from time to time.
Essential Functions
Adhere to all state, federal, and local laws, policies, and procedures
Lead, manage, supervise, and evaluate assigned staff/programs in procurement
Investigate, analyze, and formulate methods for handling special projects/reports
Ensure that all procurement systems and processes are fair, equitable, and adhere to state, federal, and local laws, and school board policies
Develop, implement, and monitor procedures for district procurement programs, establishing guidelines that are fiscally responsible and compliant
Review requisitions and contracts to ensure compliance with federal, state and local laws, rules, and regulations
Issues purchases orders and monitors/evaluates contracts as necessary
Recommend changes to improve operational efficiency and effectiveness
Provide analysis and benchmarking as needed including historical trend analysis to predict future outcomes, multiyear budget plans, and KPI comparisons to similar districts
Identify and implement cost savings opportunities within the procurement process
Consult and advise on procurement policies and procedures, issues, or concerns
Build and maintain strong relationships with suppliers, fostering a collaborative and mutually beneficial relationship
Monitor economic conditions as well as state, federal, and local legislative activity that affects the district’s fiscal landscape or has immediate procurement impact on procurement processes
Facilitate staff meetings and attend other related meetings as needed/required
Complete local, state, or federal surveys and reports accurately and promptly
Participate in professional development workshops and leadership training
Create an inclusive environment with positive communication/public relations
Perform related work as assigned
Knowledge, Skills, Abilities
Comprehensive in-depth knowledge and understanding of the principles, practices, and procedures of public school system policies and purchasing programs
Comprehensive knowledge of federal, state, and local regulatory requirements applicable to procurement
Comprehensive knowledge of county and school board policies, procedures, and standards regarding procurement
Thorough knowledge of NC Purchasing and Contract Division rules and regulations
Thorough knowledge of generally accepted accounting principles and procedures as applied to accounting procedures, transactions and audits
Thorough knowledge of formal and informal bidding processes
Ability to reflect appropriate response to situations, while maintaining a professional and personal demeanor
Ability to direct and evaluate the work of others
Ability to learn and use specialized tools, equipment or software related to business needs
Ability to implement local, state, and federal rules, guidelines, and procedures into daily business operations
Ability to reason, make judgments, and maintain effective working relationships
Ability to employ positive communication skills in all settings/mediums
Ability to problem-solve utilizing sound judgment
Ability to maintain confidentiality regarding school system business
Ability to take initiative and work independently
Ability to conceptualize, initiate, monitor, and evaluate new and/or current programs

Education and Experience
Bachelor’s degree in related field required
Minimum of five (5) years of experience in purchasing or related area required
Two years of supervisory experience preferred
Equivalent combination of education and experience
Special Requirements
Candidate must have at least one of the following certifications or be able to obtain one within two years: Certification in Certified Purchasing Manager (C.P.M.), Certified Professional in Supply Management (CPSM) designation from the Institute of Supply Management, Certified Public Purchasing Officer (CPPO), Certified Public Purchasing Buyer (CPPB), or certification designation recognized from the Universal Public Procurement Certification Council (UPPCC)
Possess and maintain a valid driver’s license or ability to provide own transportation
Travel to school district buildings and professional meetings
