Leadership Full Job Description Overview:

About the Role Under direction, plans and manages purchasing activities in order to provide University Hospital facilities with supplies, materials, equipment, and services.

Responsibilities:

What You’ll Do Plans and schedules the work of the section to make maximum effective utilization of employees, equipment, and material within budgetary requirements. Recommends the hiring, firing, promoting, demoting, merit increases, transfers and/or disciplining of employees and other personnel changes. Plans, organizes, coordinates, and controls the work of the Purchasing staff in accordance with the standards of maximum value and consistent with the State of New Jersey and University Hospital requirements. Maintains an up-to date policy and procedures manual, in accordance with the University Hospital Procurement, Purchasing and Delegation of Authority to Contract Policy and all relevant New Jersey statutes, that documents purchasing and requisitioning procedures which must be followed for the acquisition of supplies, materials, equipment and services. Ensures that departments follow procedures mandated by the University Hospital Procurement Policy and all applicable State statutes affecting purchasing responsibilities. Maintains appropriate competitive bidding procedures for the placement of orders in accordance with the University Hospital Procurement Policy. Assists in quick resolution of bid complications arising from advertised bids. Maintains up-to-date files, logs and records that are necessary for documentation of Purchasing Department activity. Maintains up-to-date knowledge of State and GPO Contract Vendors and ensures that these vendors are utilized where possible. Ensures that purchases are fiscally sound and authorized, keeping abreast of accounting procedures and requirements, and serves in an advisory capacity to the Executive Director Supply Chain Management.

Qualifications:
What You’ll Bring Required:

Bachelor’s Degree, preferably with a Business concentration, plus five (5) years of progressively more responsible purchasing experience, including two (2) years of supervisory experience required. Purchasing experience in a government, hospital, or educational setting is strongly preferred. Working knowledge of New Jersey Purchasing Law Statute 52:34 and bid waiver regulations is required. A legal background is preferred but not required. Outstanding human relations, leadership skills, and the ability to function in a team environment are required. Singular experience in both managing bid conferences and supervising bid evaluation teams is necessary.

Preferred:

Computer knowledge desirable. Demonstrated knowledge of how to accomplish superior performance in a unionized environment is preferred. Experience in contract administration is a plus. Applicant lacking the degree may substitute additional related experience on a year for year basis.
