AMENDED Position Summary:
The Director, Central Office Procurement of Professional Services, in the Division of Contracts and Purchasing (DCP), manages large-scale acquisitions of professional services required by central program offices, including centrally administered program supports such as student assessments, auditing, foreign language services, surveys and vaccinations, among others. The Director has primary responsibility for the procurement of professional services and products, including bundled information technology services. This individual leads negotiations for contracts that result in approximately $200M in spending each year. The Director oversees and manages pre-solicitation review activities, evaluates solicitation documents, and work with program/clients/personnel to ensure that needs are satisfied in a timely, cost-effective manner. The Director also ensures that technical specifications are in compliance with applicable regulations and clearly understood by vendors. The Director approves recommendations for contract awards, contract modifications and emergency purchases, and reviews the work of direct reports for effectiveness, efficiency and compliance with applicable rules and established guidelines. The Director consults with the Chief Administrator, Central Office Procurement (COP) and other senior leaders on purchasing policy, as well as conferring with and advising department heads on procurement methods. The incumbent manages investigations pertaining to vendor responsibility decisions, vendor performance and product performance, and developing procedures for the administration of contract and procurement activities. The Director utilizes all relevant systems to perform their work, including PASSPort as applicable. In addition to coordinating training activities and managing procurement staff, the Director may perform the duties of the Chief Administrator, Central Office Procurement, during absences. DCP’s Chief and Deputy Chief Procurement Officers, Chief Administrator, Central Office Procurement; the COP team, DCP staff, New York City Public Schools (NYCPS) central offices, NYCPS legal staff, outside attorneys, the Office of the Comptroller; New York City Corporation Counsel, Mayor’s Office of Contract Services (MOCS), vendors, and others as assigned. Responsibilities Oversees complex, large-scale procurements for the acquisition of professional services. Manages procurement staff responsible for working with central leaders and stakeholders on all aspects of the procurement process for compliance with established procurement rules and contracting guidelines. Procurements include, but are not limited to, Specialized High School Admissions Testing (SHSAT), Gifted and Talented (G&T), Auditing Services, Community Education Council (CEC) Elections, Automated Emergency Defibrillators plus training, Learning to Work Services, Community School Service, and Translation and Interpretation Services. Oversees the coordination, planning and implementation of contract and procurement activities from pre-solicitation to award and registration, including drafting and/or reviewing Request for Bids, Request for Proposal, and other sourcing methods, conducting responsibility/responsiveness determinations, performance evaluations, and managing other procurement-related documents. Supervises daily activities that involve major procurements and contracting functions. Advises staff on procurement matters, local laws, MOCS administrative requirements, and Comptroller’s Office policies and procedures regarding purchasing/contracting operations; disseminates alerts and updates as to developments in procurement-related law; recommends and oversees training for procurement staff and develops training guides. Implements best practices for increasing contracting opportunities for Women and Minority-owned Business Enterprises (M/WBE). Proactively reviews contract statuses and identifies opportunities for competitive solicitations and opportunities to leverage Minority/Women-Owned Businesses (M/WBE) as either prime or subcontractors. Reviews Executive Summaries and Requests for Authorization for approval by Panel for Educational Policy (PEP). Reviews solicitation documents to ensure compliance with NYCPS’s procurement requirements, as well as Federal, State and City laws and regulations applicable regulations and clear understanding by vendors. Negotiates with prospective contractors on matters of price, scope, and contract performance, to secure the best overall value to the NYCPS and ultimately the City of New York. Performs strategic sourcing activities, and uses price analysis, cost analysis, and various other quantitative analyses methodologies to achieve economies of scale and enhance service levels for central offices. Tabulates reviews and analyzes vendor proposals and bids to ensure that proposals meet minimum qualification and solicitation requirements. Where applicable, negotiates with prospective contractors on matters of price, scope, and contract performance to secure the best overall value for the NYCPS. Reviews and provides recommendations for contract awards, modifications, buy-against transactions, formal requests for time extension on contracts, etc. Reviews recommendations for approval or disapproval of contracts for goods or services on an emergency basis. Works collaboratively with other City agencies, including but not limited to the DCAS and NYS OGS to identify contracting opportunities that help to achieve cost savings and logistical efficiencies. Leads pre-bid and pre-proposal conferences with prospective contractors and presides over evaluation committee meetings. Obtains corrective action where contractor has failed to provide contracted goods or services or is deficient in honoring terms of contractual agreement. Makes recommendations for non-award or cancellation of contract based on contractor’s non-responsibility, and poor or non-performance. Collaborates with attorneys, internal and external to the NYCPS, during contract development to complete various contract execution and administration actions, including the review and verification of the accuracy of contracts and adjusting discrepancies as needed. Briefs central offices’ senior management each month on procurement status. Develops new procedures as necessary, including user guides and training for internal constituencies. Populates the contract administration and development databases with the necessary information to facilitate the approval process and develop and maintain records tracking and reporting requirements. Supports the registration team by requesting and pulling together relevant documents for registration packets, which will be submitted to the Office of Management and Budget (OMB) and the Comptroller. Utilizes a variety of financial and contracts systems, including the City’s procurement system, PASSPort.
Qualification Requirements:
Minimum 1. A baccalaureate degree from an accredited college and four (4) years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or 2. A combination of education and/or experience equivalent to “1” above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in “1” above.

Possession of an acceptable professional procurement certification may be substituted for up to one (1) year of the experience described in “1” above. Preferred Significant procurement experience, particularly with procuring professional services based on formalized procurement standards, policies and procedures. Universal Public Procurement Certification Council (UPPCC) certification. National Institute of Governmental Purchasing (NIGP) certification. Ability to analyze a problem or situation and quickly capture the important elements. Excellent writing skills. Ability to read and interpret laws, rules and policies. Attentive to detail, extremely well organized, and able to work under pressure. Strong interpersonal and customer-interface skills. Experience with supervising staff. Experience working in a team environment and adhering to deadlines; the ability to multitask. Superior organizational, analytical, verbal and mathematical skills and the ability to work in a proactive, independent manner. Proficient in Microsoft Office 365 applications.
Salary :
