EXAMPLE OF DUTIES

Purpose of PositionUnder limited supervision performs duties related to the operation and maintenance of the city’s central warehouse, procurement of materials to replenish warehouse supplies, inventory control, and procurement of equipment, supplies, and other items as needed for all City Departments. Essential Job FunctionsThe duties listed are intended only as illustrative examples of the various types of work that may be performed by individuals in this classification. Any of the following duties may be performed. Manages the daily operations of the city warehouse, including: Reviewing material orders and order confirmations, verifying orders are complete, resolving order discrepancies, receiving materials, stocking materials, notifying departments when materials needed arrive, and entering data into the inventory management computer systems.

Meet with sales representatives to review the city’s inventory needs and to keep up to date on new utility items.

Preparing warehouse for receipt of goods, maintaining warehouse in an orderly and safe manner.

Coordinating with contract vendors for the delivery, storage, and distribution of materials.

Distributing materials and keeping accurate inventory counts of materials.

Work with all City Departments in bidding equipment as defined in the City’s procurement ordinance.

Creating and writing specifications for various equipment, vehicles, and various machinery used across all departments in preparation of submitting bid advertisements.

Preparing bid packages, posting advertisement for bids, setting bid opening dates and attending bid openings.

Reviewing bids and contracts for accuracy, meeting designated specifications, meets legal and insurance requirements, etc.

Prepare Staff Reports for purchases that require approval from Mayor and Council.

Provides support to teams of personnel working in other Departments, including: Providing Procurement assistance for other departments.

Providing customer service assistance in the Department of Public Works in the absence of the Staff Assistant or in times of high call volumes.

Prepares periodic reports regarding operations and performance. Preforms monthly inventory test counts on a percentage of the fiscal inventory.

Controls inventory levels and takes annual inventory of warehouse.

Keeps abreast of changes in city policy that would impact the performance of the required job duties and functions.

Performs related work as needed.

Maintain proficiency by attending training, meetings, or conferences as needed.

Maintain work areas in a clean, safe, and orderly manner.

Minimum Qualifications, Knowledge, Skills, and AbilitiesMinimum Qualifications:

Requires a minimum of a four-year high school diploma or acceptable GED, associate’s degree preferred, from an acceptable accredited high school or college in business administration, mathematics, economics, procurement and supply chain management, or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to successfully perform the duties and responsibilities of this position. Most “online” GED’s are not acceptable; the City reserves the right to determine the validity of such documentation.)Possess and maintain a valid South Carolina Drivers’ License.

This is a position that accuracy and detail orientened performance. Must successfully pass all required background investigations, to include a physical and drugscreen.

Municipal/public entity warehousing and procurement experience and/or CSCP, CPP, or CPSM designation a plus.

Knowledge of:

Principles, practices, and techniques for warehouse and inventory management, including receiving, recording, and distribution of goods and equipment.

Knowledge of sub-political purchasing policies of the city and State of South Carolina.

Knowledge of State Bid procurement process.

Principles, practices, and techniques for the installation, maintenance, operation, and removal of residential and commercial water and electric utility meters as needed.

Skill in: Evaluating personnel actions for quality control purposes, including training and reviewing work. Planning, coordinating, and directing the operations of the warehouse to achieve established goals and maximize efficiency.

Implementing work methods and procedures which promote a safe working environment and ensuring proper staff training in work safety.

Interpreting, understanding, and applying technical reports, statutes, rules, and regulations.

Evaluating work priorities, procedures, and processes to determine their effectiveness and efficiency. Adjusting work practices as needed to improve efficiency.

Developing and implementing recommendations regarding work procedures and cost effective services.

Providing outstanding customer satisfaction (internally and externally).Use of Microsoft Office and applicable specialized software.

Ability to: Work independently without direct supervision.

Communicate orally and in writing in a clear and concise manner.

Represent the City positively and effectively.

Establish and maintain effective working relationships with those contacted in the course of work.

Work in teams made up of personnel from different departments to solve problems.

Record data precisely and effectively using a personal computer or other electronic devices. Oversee and conduct warehouse and inventory management operations, including the annual inventory count and test counts with the City’s auditing firm.

Physical Demands of PositionWhile performing the duties of this position, the employee is frequently required to sit, communicate, reach, stand, stoop, travel by foot over uneven terrain, climb, and manipulate objects, tools, and controls.

The position requires mobility. Duties involve moving materials weighing up to 20 pounds and infrequently weighing up to 100 pounds w/mechanical or other personnel assistance. Working ConditionsWorking conditions for this position vary. Work may be performed in an office setting, in a warehouse setting, and outside in a variety of climatological weather conditions. Supervisory ResponsibilitiesSupervision is exercised over the occasional part time employee, volunteer, or intern, but supervision is not expected to be a continuous or frequent responsibility.

Supervision ReceivedReports directly to the Director of the Public Works and Utilities. Works closely with the personnel in the Department of Public Works and personnel in all other city departments in order to meet the expectations and requirements of the position.
