out of 5 stars Lexington County, SC Job Responsibilities The Procurement Manager I will serve as a key support to the Procurement Director, assisting in the oversight and execution of procurement activities for Midlands Technical College. This role ensures compliance with the SC Consolidated Procurement Code, SC Regulations, and College policies and procedures. The position involves performing a range of procurement-related duties, from routine to complex, including preparing solicitations, contracts, awards, and purchase orders. Additionally, the role encompasses contract administration and providing excellent customer service to all College stakeholders, including faculty, staff, and suppliers. 1. Processes purchase orders ranging from general/small and requiring simple competition to technical/large and requiring complex competition. Ensures procurements are supported with proper documentation such as written quotes, justifications, SCBO ads (if relevant), and/or references to statewide contracts. Processes change orders for purchase orders. Assists the Procurement Director in assigning purchase orders to buyers for processing. Advises college personnel on internal procurement policies and the South Carolina Consolidated Procurement Code and Regulations. 2. Coordinates and evaluates solicitations for compliance with the College’s policies and the SC Consolidated Procurement Code. Performs procurement sourcing, award, and administration of all contracts, including highly complex service contracts for services, supplies, and information technology equipment. Prepares specifications, source selection, and bid/proposal awards. Provides ongoing contract administration with contractors and internal customers to ensure full compliance with contractual obligations. Performs additional procurement duties as required for all code-defined sourcing methods, including but not limited to: negotiating, responding to protests, debriefing, managing assignments and novation, conducting discussions, organizing panel meetings, responding to FOIA requests, etc. Maintains good working relationships with internal and external customers. 3. Collaborates with relevant College Departments to resolve procurement-related challenges, focusing on accounting discrepancies, inventory management, and asset allocation concerns. 4. Compile and submit quarterly procurement reports to the South Carolina Office of State Procurement and the South Carolina Division of Small and Minority Business Contracting and Certification. Ensure all data is accurate, comprehensive, and submitted in compliance with state regulations and deadlines. 5. Assist the Procurement Director in training of other procurement staff. 6. Other duties as assigned Midlands Technical College is dedicated to providing excellent service to its students, employees, and the community. This position is located on the Airport Campus in the Procurement department. Minimum and Additional Requirements A bachelor’s degree and experience in procurement and contracts. Preferred Qualifications A bachelor’s degree and experience in procurement and contract management. SC Procurement hands on experience may be substituted for education. Must have working knowledge of the SC Consolidated Procurement Code rules, regulations and provisions. Knowledge of project and contract management. Knowledge of state and federal regulations, policies and procedures related to the procurement of goods and services. Knowledge of the provisions of the Consolidated Procurement Code. Knowledge of the goods and services procured. Ability to identify and analyze factors in the awarding of contracts. Ability to negotiate and implement contractual agreements. Ability to interpret rules, regulations and laws and disseminate information to agency personnel. Ability to communicate effectively.
