JOB PURPOSE
The Procurement Team Lead will support the Procurement Director by supporting and guiding the procurement team, ensuring the quality and efficiency of procurement processes. This role involves reviewing division work for quality assurance, and ensuring compliance with procurement policies and regulations. This entails directing sourcing, business operational services, processes, workflows, and related exchanges between vendors/suppliers. Additionally, foster supportive, collaborative working relationships that enable accomplishment of agency business needs through the timely delivery of supplier quality goods and services. With the guidance of the Procurement Director, position will also provide advisement to SCDJJ staff related to procurement requirements, options, and opportunities that optimize agency interests, as well as meet the goals of the Minority Business Enterprise (MBE) utilization.
JOB RESPONSIBILITIES
Serves as the team lead by providing direction and support to procurement staff regarding the procurement process. Reviews the team’s work to ensure high-quality and compliant procurement processes. Develops and implements quality assurance protocols for procurement activities. Conducts regular quality audits and address any issues identified.
Ensures the completion of all daily procurement duties as directed by the Director of Procurement and Support Services and ensures that procurements adhere to the South Carolina Consolidated Procurement Code and DJJ’s procurement manual and policies. Continuously assesses procurement processes to identify areas of improvement. Ensures purchase orders are processed within 2 business days. Cultivates and maintains positive relationships with vendors and department end users.
Maintains the preparation and administration of all assigned contracts and or agreements for goods and services, and information technology. Maintains contract administration that ensures all agreements undergo reviews by identified agency subject matter experts (e.g. legal, information technology) and that all terms and conditions and costs are made available for project team review and approval prior to contract execution.
Manages multiple timelines, tasks, and projects. Identifies strategies for balancing procurement workload when the demand signals are largely driven by other internal and external stakeholders. Manages activities related to strategic or tactical purchasing, inventory control, or receiving.
Performs and assists with other special projects and related duties as needed to support the overall mission or needs of the agency.
Minimum and Additional Requirements
STATE MINIMUM REQUIREMENTS
A bachelor’s degree and experience in procurement and contract management. Material Management Office Levels I & II Certification are required or commitment to obtain within the first 6 months of employment. CPPB, CPPO or
NIGP-CPP
Certification or commitment to obtain within specified time frame.
ADDITIONAL REQUIREMENTS
Knowledge of rules, regulations, and provisions of the Consolidated Procurement Code. Knowledge of principles, practices and terminology of procurement.
Knowledge of procurement management, inventory control and supply functions. Must have excellent analytical, interpersonal, research, and communications/presentation skills both verbally and in writing. Must be able to establish and maintain effective working relationships. Excellent organizational skills including time management and detailed work products. Must be able to think abstractly, possess excellent negotiation, problem-solving, organizational, and quantitative skills and effectively work with new and changing situations. Maintains familiarity with industry trends and improvements. Must be able to work independently and as part of a team. Must be able to interpret and analyze, evaluate, and summarize complex procurements. Must be able to identify and analyze factors related to awarding contracts.
This position performs job duties relating to the custody, control, transportation, or recapture of youth within the jurisdiction of the Department of Juvenile Justice, and the employee may have direct and indirect contact with youth within the jurisdiction of the Department of Juvenile Justice. Training applicable to these duties will be provided.
Work may require operating outside of standard business hours to meet deadlines.
Must be able to lift and carry files, books and reports weighing up to 30 lbs.
Must be able to perform filing, desk work and operate general office equipment.
Must be able to sit or stand for prolonged or intermittent periods of time with limited scheduled breaks.
Limited travel maybe required. Preferred Qualifications
PREFERRED AGENCY REQUIREMENTS
A bachelor’s degree in business management, accounting, finance or a related field and at least five years of progressively responsible full time purchasing experience or any equivalent combination of education and full-time experience; and 3 years of full-time management experience.
