Position Description
Advertised Job Summary Performs systemwideplex duties with procurement of large volume and highlyplex information technology and goods and services between the entire University system and vendors.
Obtainspetition in accordance with the provisions of the SC Consolidated Procurement Code and internal policies and procedures of the University system.
Assists Purchasing Staff with contract administration related duties.
Provides effective leadership, direction and management ofplex procurements.
Job Related Minimum Required Education and Experience Requires a bachelor’s degree in a job related field and 3 or more years of job related experience, which may be substituted by an equivalentbination of job related certification, training, education, and/or experience.
Required Certification, Licensure/Other Credentials Preferred Qualifications Universal Public Procurement Certification Council (UPPCC), CPPO or
CPPB. NIGP
- CPP is preferred.
Knowledge/Skills/Abilities Familiarization with or ability to learn SC Consolidated Procurement Code. Knowledge of specification writing, contracts and procurement. Knowledge of a personalputer with analytical skills. Analytical skills and the ability to collect,pile and assemble information in a clear and concise manner. Job Duty Provides professional expertise bymunicating with senior leadership; representing the Department,municating with and acting as advisor to variousmittees and groups including but not limited to the University administration, other departments, and State Fiscal Accountability Authority. Assists the University’s Legal Department by reviewing specifications, contract awards, protests and any other procurement issues to ensure that proper steps are taken to avoid litigation.
