The Purchasing Manager is responsible for ensuring the subcontracting of goods and services is consistent with Company policies, procedures, and the Procurement Manual.

These management positions lead staff of between 5 and 10 individuals.•

PRINCIPLE RESPONSIBILITIES

•Manages the orderly performance and completion of all types of procurement commitments through the entire procurement process in accordance with established procedures.

Provides for the development and overall management of purchasing and contracting personnel.

Provides input to policies, procedures, and metrics, to ensure that procurement files and justification memos for internal and client review demonstrate that proposed procurements are in accordance with procedures.

Prepares and participates on behalf of Procurement in presentations made to clients, when assigned.

Plans and distributes internal work for Procurement.

Provides functional guidance to personnel on project problems relating to purchases/subcontracts.

Assists in personnel performance evaluations. Recommends salary actions, classification changes, terminations, and transfers.

Instructs all newly assigned personnel to the requirements and procedures of the department, project, and client.

Monitors personnel to ensure they receive appropriate training and development to satisfy job performance criteria and company personnel development objectives.

Reviews request for proposals and final agreement awards for accuracy including verification of final awardee recommendation, file completeness, and ensuring signature of agreements is within delegated approval authorities.

Develops and coordinates the personnel staffing plan so that staff are added in accordance with the workload until peak staff requirements are reached and then released
