Full Job Description Main Goal:

The Procurement Manager main goal is overseeing sourcing and purchasing goods or services, handle vendor selection, negotiate contracts, and ensure cost-effective procurement practices. This position will work closely with other team members in various departments to provide the most accurate and comprehensive procurement and costefficiency analysis for each project. Ensures supply chain efficiency and alignment with the MOCA’s strategic goals.

Principal Responsibilities & Duties:

Deliver superior customer service by overseeing the procurement process from the initiation of a purchase request to the final receipt and approval of goods. Developing and implementing procurement strategies that align with the company’s objectives. Coordinating with internal departments to forecast needs and specifications. Continuously analyze procurement processes to identify inefficiencies and drive cost-saving initiatives. Guarantee that the Procurement Process transactions are migrated to

successfully. Ensure compliance with

ISO 9001

procedures by maintaining accurate, controlled, and auditable records of all procurement activities. 1.

Vendor and Supplier Management and Research:

Liaise with vendors, subcontractors, and suppliers to secure competitive pricing for materials and services. Negotiate favorable terms and pricing agreements based on historical data to optimize project costs. Managing supplier relationships to ensure compliance with contracts and resolution of issues. Draft, negotiate, and finalize contracts for third-party suppliers. Conducting and analyzing market research to identify potential vendors and suppliers. Negotiating terms and conditions with suppliers to ensure the best possible prices and agreements. 2.

Procurement Coordination:

Oversee and coordinate the activities and performance of his/her team in charge of the procurement of transportation, lodging, equipment, and general services to meet operational needs. Collaborate with administrative departments (e.g. Quoting, Finance) to align procurement with project requirements and schedules. Oversee and coordinate the procurement of office supplies, uniforms, and personal protective equipment (PPE) as required by HR. Support the purchasing of laptops and other IT equipment. 3.

Direct Procurement Handling:

Handle the purchasing of cars, trucks, heavy machinery and any other purchase required by the Direction, ensuring best value and performance.

Education, Licensing and Certifications:

Bachelor’s degree in supply chain management, logistics, business administration, or a related field. An advanced degree such as a Master’s in business administration (MBA) can be advantageous.

Desired:

Professional certifications such as the Certified Purchasing Manager (CPM) or Certified Professional in Supply Management (CPSM) from the Institute for Supply Management (ISM). Proven experience in a procurement or purchasing environment, typically 5+ years, with progressive responsibility in a similar role, preferably within the construction, engineering, logistics or manufacturing industry. Proficiency in cost estimation techniques, software, and tools.
