We’re looking for a Programme Manager to oversee the One Public Estate (OPE) programme. Currently working with 97% of English local authorities and 13 major government departments, we touch on a wide range of agendas and departmental objectives through the lens of property; and we take a place-based approach to what we do, supporting projects that make a difference for local communities. In that vein, we’ve also been working with MHCLG to deliver the Brownfield Land Release Fund over the last 3 years, supporting local authorities to bring forward land for housing. The current OPE programme is delivered in partnership between the Office of Government Property, the Local Government Association (LGA), and MHCLG. It supports ambitious cross-public sector property projects that create local economic growth, integrate public services, and drive efficiency savings. We also deliver the BLRF on behalf of MHCLG, for which a £25m capital programme has been confirmed for 25/26. The design of future delivery for the BLRF will be considered in early 25/26 and this may become a separate standalone activity. Importantly, the Programme Manager will also play a crucial role in helping the team to design and transition to a scaled up version of the current programme

The Cabinet Office The Cabinet Office is at the centre of Government, co-ordinating policy and strategy. Headed by the Permanent Secretary and comprising a number of different business units, the Department has three core functions that enable it to achieve its overarching purpose of making Government more effective:

- to define and deliver the Government’s objectives.

- to drive the coherence, quality and delivery of policy and operations across departments.

We’re looking for someone who can demonstrate strong leadership and is comfortable working with a high degree of autonomy. You’ll need strong technical skills to improve project and programme management processes and skills across the team. You will have strong organisational skills, be able to establish clear programme structures to deliver quality outputs, and work effectively in a complex governance structure. You will work closely with senior leaders and will need to be effective at building strong relationships across your own and other organisations to unblock barriers, influence stakeholders, and offer appropriate challenge. You will have the ability to communicate with people at all levels and to translate complex information for a variety of audiences, including senior leaders and ministers. You’ll also have a head for data and an ability to problem solve; and be comfortable with resource and budget management. In conjunction with the LGA Programme Manager, you’ll work to drive the programme forward against the programme plan, maintaining oversight of a combined portfolio of c. 990 projects through an established PMO and close working with a team of Regional Programme Managers. Currently the role does not have direct line management responsibilities, but you will work in a matrix management environment with the LGA Programme Manager, overseeing the broader PMO. You’ll need to work closely with other G7 colleagues in regional, commercial, finance and policy teams, both in the LGA and wider Cabinet Office, and you’ll play a key role in our relationship with HMT. Whilst the programme is property-led, its projects deliver a range of outcomes for communities and citizens. The team is made up of professionals from a variety of different backgrounds, including: commercial; project and programme management; planning; housing; economic development; and valuation; ensuring both depth and breadth to our expertise. Property experience is therefore not essential and only one driver for an interested candidate. Specific responsibilities include:
Ensure effective business planning, retaining an up to date programme and resource plan, in conjunction with the LGA OPE programme manager. Ensuring there is sufficient oversight and reporting mechanisms for all programmes/projects, including meeting departmental and Government Major Projects Portfolio requirements. Ensuring programmes and projects within the portfolio are on track and that appropriate Risk, Assumption, Issue and Dependency (RAID) monitoring is in place to support the unblocking of issues as they occur. Delivering and maintaining programme assurance, both internal and independent as appropriate. Horizon scanning for issues that may impact on OPE delivery, ensuring mitigation protocols are in place. Overseeing the baselining and templating of project protocols, such as change requests. Ensure appropriate governance at project and programme levels and driving forward the Programme Executive Group, chaired at DG level. Maintaining oversight of the OPE budget, with a programme total of c. £100m for 21/22. Ensuring timely delivery of project and programme deliverables and their benefits. Ensuring effective data management and monitoring of data quality. Overseeing business cases and benefits modelling.
