Engineering Bachelor’s degree Confluence Quality control Computer Information Systems Contracts Senior level Leadership Communication skills 10 years Full Job Description SPAARK, Inc. is currently seeking a Program Manager (PM) to support our customer, the Federal Bureau of Investigations (FBI) in Huntsville, Alabama. This role is responsible for guidance and facilitation of all contracted activities on this program to provide information technology (IT) support services to the FBI, Information Technology Applications and Data Division (ITADD) Enterprise Cybersecurity Section (ECS) to provide the services, solutions, and analysis necessary to protect the FBI. The PM provides strategic direction, ensures efficient resource coordination, and maintains high standards of performance and quality across all functional areas of program management. This position is contingent upon contract award, which is anticipated in June 2025.
Duties:
Plan and manage the work, and values to uphold while promoting alignment, collaboration, and delivery across large numbers of cybersecurity and support teams. Ensures staffing plan and team competencies meet mission detection, response, and support requirements. Assists with the planning and monitoring of support projects. Provides overall management of delivered services required by the Government. Ensure program schedule, performance, and deliverables are met while providing exceptional, user-driven, business aligned IT Services to enable ECS to provide cutting edge technology and support. Conduct regular engagements with leadership to assess project progress, milestones, risks, and plans for mitigation. Ensure all team members adhere to relevant FBI policies and ensure accountability for all Government information and property. Coordinate and track project resources as necessary. Provide consolidated reporting to senior management. Track tasks using project management tools to ensure milestones and deliverables are on schedule, as well as the facilitation of the coordination and tracking of project resources. Regular reporting and deliverable execution as required by the contract.
Work Experience/Skills Requirements:
Experience leading a large team Experience with Atlassian Software products such as JIRA, Confluence, Service Desk, etc. required Strong leadership and communication Excellent written and oral communication and understanding of systems development Expertise in quality control, project oversight, and management Proficient in PM tools and techniques Knowledge of performance monitoring methods and contract standards Data analysis and reporting tools Problem-solving and decision-making skills Skilled in stakeholder coordination Ability to support after core hours as the ECS mission requires. Certification Requirements:
Bachelor’s degree in engineering, Computer Information Systems, Business, or a related discipline or a combination of education and experience in lieu of a degree Minimum 10 years of progressive program management experience PMP or equivalent certification strongly preferred.
