Program Manager Purpose:
Valkyrie Enterprises has an immediate need for an experienced Program Manager in Huntsville, AL to lead and oversee a critical ACAT 2 Army program.
This role requires a seasoned professional with deep understanding of Department of Defense acquisition processes, program lifecycle management, and the ability to drive complex defense programs from conception through deployment.
The successful candidate will play a pivotal role in expanding our technology solutions to additional government agencies while ensuring program success and stakeholder satisfaction.
Job Description:
Program Leadership & Management Lead end-to-end program management for ACAT 2 Army acquisition program, ensuring adherence to DoD 5000 series acquisition framework
Develop and maintain comprehensive program plans, schedules, budgets, and risk management strategies
Coordinate cross-functional teams including engineering, contracts, quality assurance, and business development
Serve as primary point of contact with government customers, prime contractors, and key stakeholders Acquisition & Compliance Navigate complex federal acquisition regulations (FAR/DFARS) and ensure full compliance with all contractual requirements
Lead proposal development, contract negotiations, and modification processes
Manage program reviews, milestone assessments, and government audits
Maintain thorough understanding of Army acquisition lifecycle and milestone decision authority processes Business Development & Growth Identify and pursue opportunities to market existing technology solutions to other government agencies
Develop strategic relationships with potential customers across DoD, DHS, and other federal agencies
Support business development activities including capability briefings, demonstrations, and proposal efforts
Analyze market trends and customer needs to inform product development roadmaps Financial & Risk Management Monitor program financial performance, including cost, schedule, and technical performance metrics
Prepare regular program status reports for senior leadership and government customers
Identify and mitigate program risks while developing contingency plans
Ensure efficient resource allocation and budget management
Qualifications:
Must have at least 5 years of experience in defense program management, with specific ACAT 2 program experience and a Bachelor’s degree in Engineering, Business Administration, or related field.
Must have demonstrated experience with DoD acquisition processes, including familiarity with DoDI 5000.02 and related regulations.
Must have proven track record managing programs valued at $50M+ with complex technical requirements.
Must have experience working directly with Army Program Executive Offices (PEOs) and Program Management Offices (PMOs).
Must have experience working with electronic warfare and sensors.
Must have strong understanding of federal contracting vehicles, including
IDIQ, GSA
schedules, and other government-wide acquisition contracts.
Must have experience with Earned Value Management (EVM) and Integrated Master Schedule (IMS) development.
Must be proficient in program management tools (MS Project, Primavera, etc.) and collaboration platforms.
Must have excellent written and verbal communication skills with ability to present to senior government officials.
Must have strong analytical and problem-solving skills with attention to detail.
Must have the ability to work effectively in fast-paced, dynamic environment with competing priorities.
Must have experience leading geographically distributed teams and managing external partnerships. Desired Qualifications Advanced degree preferred.
PMP certification preferred.
Previous experience with Army materiel development and fielding processes, preferred.
Background in technology transfer or dual-use technology commercialization, preferred.
Familiarity with other government agencies’ acquisition processes (Navy, Air Force, DHS, etc.), preferred.
Experience with international partnerships and Foreign Military Sales (FMS), preferred.
Advanced degree in Engineering, MBA, or equivalent, preferred. Security Requirements Must be able to obtain and maintain a Top Secret security clearance.
US citizenship required Travel Requirements Travel required up to 25% for customer meetings, program reviews, and business development activities.
