Join the Maricopa County Housing and Community Development (HCD) Division of the Human Services Department as the HCD Program Coordinator. The HCD Program Coordinator will be responsible for the successful coordination of projects, including infrastructure, public facilities, home improvement, and other construction and development projects in Maricopa County. This position will also be responsible for linking American Rescue Plan Act (ARPA) initiatives with other federal, state, and locally funded programs across divisions to ensure compliance, reporting, and spending timeliness, and achievement of contracted goals and objectives. This position is grant-funded through December 31, 2026, and this position will end at that time. The position’s responsibilities will evolve as ARPA-funded Department initiatives move toward completion, and HCD’s and the Department’s needs change. Adaptability will be key. This defined retirement benefit requires a 12.27% monthly contribution rate and includes a 100% employer match on Day 1 Learn more at Work With Us | Maricopa County, AZ We Require One year of experience in coordinating and administering human services programs and services Bachelor’s degree in Public Administration, Business Administration, Social Services, Urban Planning, Construction Management, or related field A combination of post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year-for-year basis We Also Value Experience coordinating housing and community development projects and contracts, including public infrastructure, public facilities, or housing rehabilitation projects Experience maintaining compliance for ARPA or HUD-funded programs Knowledge of subrecipient management, Housing Quality Standards, Section 3, Davis- Bacon Prevailing Wages, Disadvantaged Business, or NEPA Part 58 Construction project management experience, including scope writing/review, on-site solutions, and strong communication skills with contractors and clients Job Contributions Plan, organize, coordinate, and administer the activities and reporting of American Rescue Plan Act (ARPA) funded programs and projects Work collaboratively with colleagues to provide programmatic support for the Housing and Community Development programs and projects Research and provide recommendations and technical assistance to ensure compliance with all federal, state, and local laws, regulations, policies, procedures, and funding requirements Participate in program design, policy and procedure development, procurement, project underwriting, and contract development Implement tracking systems for HCD and ARPA projects and coordinate with internal and external partners to collect and analyze relevant data and project updates, conduct program-related studies, evaluate program effectiveness, and prepare written reports Process invoices, reconciling budgets and backup documentation, and ensuring all cross-cutting requirements have been met Assist with client-facing HCD programs, ensuring timely completion through virtual and in-person client contact, determination of client eligibility, internal approval workflows, development of scopes of work, mobilization of contractors, scheduling, payment, and closeout Perform data input or cleanup, file organization, reconciliation, and other tasks in preparation for close out of contracts or projects Participate in Department activities, including community outreach, training, site visits, monitoring and inspections, and other events Working Conditions This is an in-person office position with some remote work opportunities, as permitted by County, HSD, and HCD leadership This position also requires some travel to program sites or client homes The employee must be able to occasionally work evenings and weekends or travel out of town for training and conferences Work is routinely performed in an office environment, which may require long periods of sitting, reading, or typing The employee must be able to move up to 40 pounds May require use of a personal or county owned vehicle to travel to and from program sites Selection Procedure Only the most qualified candidates will be considered Consideration will only be given to candidates who submit online applications Candidates will be contacted primarily through email and their Workday online application profile Must pass a pre-employment background and/or fingerprint investigation as required by statute or policy, including drug and alcohol testing requirements for positions designated as safety-sensitive Maricopa County is an equal opportunity employer.
