QUESTIONS
GENERAL
STATEMENT OF JOB
Provides technical and administrative support for affordable housing and community development programs.
EXAMPLES OF WORK
- Assists in administering assigned housing programs by conducting intake, determining applicant eligibility, coordinating inspections, and preparing documentation for financial assistance; ensures services are delivered in accordance with applicable program guidelines and maintains detailed case files.
- Analyzes and enters data maintaining accurate records in housing program databases and tracking systems, to include the Housing website.
- Coordinates payments of approved expenditures through appropriate internal contacts, while monitoring performance activity to ensure objectives are accomplished for housing partners, per County and funding source regulations;
- Responds to written and/or verbal inquiries from all current and future housing partners, including, tenants, other departments and the general public; investigates, researches and reports on complaints and/or inquiries.
- Prepares and compiles data for management and regulatory reporting to ensure compliance with State and Federal governance requirements on funded programs.
- Assists in preparing, modifying, maintaining, and submitting written reports, program documents, contracts, agreements and other legal documents as needed.
- Provides technical assistance (program rules, regulations and policy procedures) to sponsor agencies receiving program grants or allocations.
- Participates in various meetings to include trainings and webinars, conferences, other meetings as assigned, and ceremonial events such as ribbon cuttings; and maintains partnership relationships with for-profit and non-profit organizations and other governmental agencies.
- Assists in coordination and development of advertising and outreach efforts to promote affordable housing programs within Okaloosa County.
- Attends and provides staff support for housing program community meetings and activities.
- Supports program operations outside of normal business hours, to include long days, occasional evenings, and some weekends.
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS
Education, Training, and Experience:
Associate degree supplemented by one (1) year of progressively responsible experience in advanced administrative support functions to include direct customer contact, problem solving; or an equivalent combination of education, training and experience which provides the required knowledge, skills and abilities. Experience with Microsoft Word and Excel required. Federal, state, and local level knowledge of rules, laws, regulations, codes, and statues for housing and community development is preferred. Requires a valid driver license.
OTHER REQUIREMENTS
Physical Requirements:
Requires the ability to operate office equipment, to include computers, copy/fax machines, and any related peripherals. Must be able to exert up to 20 pounds of force occasionally, and/or a negligible amount frequently in order to lift, carry, push, pull or otherwise move objects. Requires bending, twisting and stooping. Must be able to traverse irregular or uneven, and/or erratically moving surfaces frequently. Physical demands are essentially those of sedentary work.

Requires the ability to communicate effectively in English, including the ability to convey, record and exchange information; requires the ability to explain procedures and to give, receive and follow oral and written instructions. Must be able to read and interpret a variety of moderately complex technical data, policy and procedure manuals, codes, professional journals. Requires the ability to prepare forms and reports using prescribed formats, and adhering to all rules of grammar, spelling, diction and punctuation. Must be able to communicate effectively and efficiently in a variety of technical and/or professional languages used within the parameters of the job and with a broad array of individuals from various professional backgrounds.

Requires the ability to apply principles of logical and scientific thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret a variety of instructions in written and oral form; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation.

Requires the ability to add and subtract totals, multiply and divide, use decimals and determine percentages; interpret graphs; compute ratio and proportion.

Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under stress when confronted with frequent deadlines or peak workloads.
