out of 5 stars Jonesboro, GA 30236 Purpose of Classification Coordinates the day-to-day case management for the Superior Court of Clayton County. Duties are performed under the direction of the Superior and State Court Administrator. Essential Functions The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Knowledge of current principles and practices of mental health administration. Manages, coordinates, and directs the clinical and/or social services activities of the Mental Health Court Program. Functions as the “point person” for the Judge, law enforcement, and treatment provider(s) and representing the program at all levels (county, state, and national). Provides counseling/therapy to participants requiring complex intervention, including those who are homicidal, suicidal, or exhibit life-threatening behaviors; determines necessity for involuntary commitment. Provides clinical training to professional social services staff; performs assessments for court depositions, legal proceedings, and eligibility determinations. Directly and indirectly supervises a moderate sized staff of social service professionals and para-professionals in the diagnoses, evaluation, and treatment of emotional, cognitive, developmental, behavioral and interpersonal disorders, illnesses, and disabilities. Maintains confidentiality of sensitive materials and information as outlined in state and federal regulations including HIPAA and CFR 42 and agency policy; upholds ethical code and expectations as outlined by agency policy and professional licensing/accreditation boards, as applicable. Researches grant-funding opportunities, writes and submits grant applications; prepares and maintains a variety of grant documentation; must be familiar with funding agencies and award guidelines. Monitors and ensures the County’s compliance with applicable grant/contract funding and reporting requirements. Knowledge of principles and procedures of budget preparation and monitoring, including budgets involving grants, contracted services, and federal and state funding. Works with the Court Administrator on establishing fiscal year budgets and expenses. Monitors fiscal year expenditures to ensure accountability programs are spending County budget funds and grant funding at proper levels. Ensures timely reporting of state and federal grants as designated by the funding authority; provides requested grant reports as needed. Anticipates the needs for Mental Health Court by tracking past spending; establishes budgetary goals by working closely with the Mental Health Court Judge and Court Administrator. During the procurement process, ensures that vendors and contracts meet the needs and requirements of the court as defined by the Judge and/or Court Administrator. Attends and actively participates in weekly Mental Health Court staffing’s and court sessions; attends staff and other professional meetings to exchange information; attends professional seminars or conferences to improve technical and/or professional skills and to network with peers; works to provide training to other team members of the Mental Health Court. Participates as a Mental Health Court team member, committing to the program’s mission and goals and works to ensure its success. Coordinates with government agencies and community organizations to provide accessibility to housing, medical and employment benefits to program participants. Works as the terminal operator and responds to audit requests by the Georgia Bureau of Investigation (GBI) as requested; presents audit findings as needed. Ensures that the Mental Health Court Judge has the necessary information and resources to adjudicated cases that have been referred to the Mental Health Court of Clayton County. Organizes and conducts community outreach and stakeholder meetings for Mental Health Court; informs stakeholders and the community regarding the program’s needs, requirements, strengths, and accomplishments. Ensures the Mental Health Court is in compliance with all program-operating requirements of the Council of Accountability Court Judges with the goal of meeting and maintaining all certification requirements established by the Council. Assists in making eligibility decisions regarding potential Mental Health Court participants. Serves as a central clearinghouse where all relevant information is communicated and ensures no conflicting information is given to participants or program partners. Educates referral sources and community on eligibility standards and program goals; develops team-building activities and conducts staff replacement training for Mental Health Court. Develops police and corrections linkage to improve supervision and agency coordination, develops community and business resources to obtain incentives, job opportunities, and alternative assistance options. Occasionally collects and administers urine, saliva, or breath samples for drug/alcohol testing and reports the results to the court. Knowledge of the purposes, functions and activities of various public and private health care entities, including advocacy groups, involved in mental health and substance abuse: Nurses, physicians and other licensed health professionals. The Lanterman-Petris-Short Act, the Short-Doyle Act, and other laws and regulations regarding the delivery of mental health services. Psychiatric treatment modalities. Current trends in prevention and treatment of mental illness and substance abuse. Principles and techniques for on-site reviews and program evaluations. Techniques of planning, evaluating, and organizing a training program. Current social and economic factors and trends influencing community mental health and substance abuse care services. Differing cultural, religious, and social attitudes about mental health and substance abuse. Enters all court session notes and court mandated sanctions and/or incentives into the court’s data management system. Prepares progress reports for the weekly Mental Health Court review hearings; schedules core team meetings for Mental Health Court; assists in obtaining services and supports for participants. Plans, organizes, directs, and coordinates the activities of mental health care programs, special events, activities, and projects. Coordinates community service, promotes team integrity, develops community resources, monitors quality assurance, develops agendas, collects data and works closely with the program evaluator. Determines the need of equipment, supplies, and other resources for program functioning and facilitates the acquisition of said resources. Compiles statistical data, fund raising, organizing and/or chairing local multidisciplinary teams, and in situations where time and skills allow, may provide some case management services. Registered as the PRIMARY contact for all training sessions for Mental Health Court; receives all registration announcements; responsible for registering Mental Health Court teams for training sessions, coordinating lodging reservations, taking care of travel reimbursements and providing detailed training instructions to the registered attendee. Additional Functions Performs other related duties as required. Minimum Qualifications Bachelor’s Degree (B.A. or B.S.) from an accredited four (4) year college or university with major course work in Social Work or related field. Must be familiar with HIPAA and Federal confidentiality Rule 42 CFR regulations. Experiential requirements include a minimum of five years social work and/or mental health treatment experience. Licensure as a Licensed Clinical Social Worker, Licensed Professional counselor or Licensed Marriage and Family Therapist is required. Experience working with criminal justice population, counseling/case management preferred. Recordkeeping skills including participant records, mileage logs, and proficiency with excel, including spreadsheet creation and maintenance. Must be detail-oriented and work well under pressure. Incumbent must be able to work in a fast-paced environment of the courts under limited supervision. A Master’s Degree is preferred. Must possess and maintain a valid Georgia Driver’s License.
