The Division of Child Support Services (DCSS) is the division within DHS that enhances the well-being of children by locating non-custodial parents; establishing paternity and support orders; enforcing and modifying support obligations; and collecting and distributing child support payments. This program promotes parent accountability and self-sufficiency while reducing the public responsibility for providing financial and medical support to children. DCSS also administers several outreach programs including but not limited to Fatherhood, Prison Re-Entry, and Parental Accountability Court. All of these outreach initiatives are devoted to increasing non-custodial parental involvement in the child’s life. The Division of Child Support Services (DCSS) is seeking candidates for the position of Planner 3. This position is based at the DCSS office located in Albany, Dougherty County, GA.

Job Description

Pay Grade:

K
Under broad supervision, conducts critical analysis research, develops or modifies policy and strategic plans, and implements, evaluates programs in an assigned specialty area. Prepares reports and presentations, and works with clients, loan/grant applicants, outside vendors, and management to develop or implement programs in a manner that addresses division/department strategies.

Role and Responsibilities:

Serves as job expert oranization resource in assigned areas.
Coordinates project activities and performs research, evaluation and analysis of operational issues.
Develops economic demographic, business, and sociological forecasts to support development of plans and strategies.
Develops standards and procedures to be used in project development and implementation.
Oversees or participates in policy, procedure and processes development.
Supervises support staff or lower level employees.
Participates in development of long-term plans, programs and strategies.
Plans, develops, implements and maintains a system designed to coordinate and provide continuous and systematic evaluations for programs or initiatives.
Serves on development teams, proposes drafts, and/or reviews current policies to rmend changes.
Performs job responsibilities with minimal supervision.
Performs other professional responsibilities as assigned. Researches financial reports and resolves undistributed collections to expedite processing of child support payments in accordance with federal, state, and agency procedures.
Interacts with field and state office personnel to ensure any financial problems are addressed quickly and efficiently to ensure child support payments are disbursed timely.
Performs other professional responsibilities as assigned by supervisor, manager, director or leadership team.

Core Competencies:

Excellent oral, written, analytical, research, presentation and interpersonalmunication skills.
Strong proficiency in the use of Microsoft Office Suite and/or standard software applications typically used in a corporate office environment.
Minimum Qualifications
High school diploma/GED ANDpletion of 90 quarter hours (60 semester hours) at an accredited college or university AND Four (4) years of job-related experience.
OR
Two (2) years experience required at the lower level Planner 2 (GSP051) or position equivalent.
