JOB PURPOSE/SUMMARY
The Jackson County School System is seeking a qualified, dynamic, and experienced educational leader to serve as the Director of Federal Programs. This position is responsible for the administration, compliance, and effective implementation of all federal education programs and the Georgia Pre-K program. The Director will ensure that both federally and state-funded resources are utilized to support student success and equity across the district.
DUTIES AND RESPONSIBILITIES

Additional tasks may be assigned as needed to support the goals and operations of the organization. Provide leadership and oversight for all federal programs, including but not limited to: Title I
- Improving the Academic Achievement of the Disadvantaged Title II
- Supporting Effective Instruction Title III
- Language Instruction for English Learners Title IV
- Student Support and Academic Enrichment Title IX
- McKinney-Vento (Homeless Education) Title V
- Rural and Low-Income School Program Oversee the Georgia Pre-K program, ensuring compliance with Bright from the Start (DECAL) requirements, monitoring classroom quality, managing enrollment, and supporting early learning outcomes.
Collaborate with school principals, program staff, and district leaders to ensure program alignment with district goals and student needs. Develop and manage budgets for all federal and Pre-K programs, ensuring compliance with applicable regulations. Submit required budgets, amendments, and reports through Georgia’s Consolidated Application and Pre-K platforms. Monitor spending to ensure timely, efficient, and appropriate use of funds. Coordinate preparation and documentation for state and federal monitoring visits and audits. Serve as liaison to the Georgia Department of Education and the Georgia Department of Early Care and Learning (DECAL). Maintain up-to-date knowledge of regulatory requirements and communicate changes effectively to stakeholders. Analyze student achievement and program impact data to evaluate the effectiveness of federal and Pre-K programs. Support the development of continuous improvement plans for schools receiving federal or Pre-K funding. Provide regular reports to district leadership on program performance, funding, and compliance. Coordinate and deliver training to school and district personnel on federal program compliance, Georgia Pre-K operations, and instructional best practices. Collaborate with parents, community agencies, and other stakeholders for meaningful consultation and input. Support family engagement initiatives aligned with Title I and Pre-K goals.
MINIMUM QUALIFICATIONS
Master’s degree in Education or related field Eligible to hold or pursue Georgia PSC leadership certification Successful experience in a school or district level leadership role
PREFERRED QUALIFICATIONS
Hold GaPSC leadership certification Familiarity with Georgia Consolidated Application, Bright from the Start, and SLDS Strong interpersonal and communication skills to work with diverse internal and external stakeholders

Day Work Calendar Reports to the Assistant Superintendent for Teaching and Learning Annual Salary based on degree level and previous years of experience in a similar role

CONDITIONS
Work is performed primarily in a standard in-person office and school setting, requiring travel between multiple schools and district offices. Regularly involves leading meetings, collaborating with administrators, educators, and support staff, as well as engaging with parents and community stakeholders. May require occasional lifting of materials or equipment. Requires proficiency in using district technology, including communication platforms, data management systems, and learning management systems. Standard work hours align with the school day and district office hours, but may require attendance at evening or weekend meetings, school events, or professional development sessions. Must be flexible and adaptable to varying schedules and demands across the district. May include additional duties such as coordinating district-wide initiatives or representing the district at community events.
