Program Specialist 3.3 3.3 out of 5 stars Baton Rouge, LA On behalf of a client, we are seeking a program specialist to support the implementation of large-scale, federally funded public sector energy programs. This individual will play a vital role in managing the day-to-day activities of key energy programs and ensuring compliance with federal guidelines. This role is on-site based in Baton Rouge, Louisiana; it is expected to begin on a part-time basis with the potential to expand into a full-time position based on program needs. Key responsibilities include but are not limited to: Managing the daily administration and coordination of federally funded energy programs, ensuring tasks are completed efficiently and in compliance with program guidelines Coordinating and facilitating effective communication between program leadership, staff, and federal project managers, responding to information requests, and supporting program needs Reviewing and evaluating subrecipient applications, ensuring eligibility and alignment with program objectives Providing ongoing support to program leadership, contractors, and subrecipients, including guidance on federal and state requirements, compliance, and reporting Reviewing invoices and supporting documentation to ensure compliance with federal cost principles, approved budgets, and scopes of work, and identifying discrepancies or unallowable costs for resolution Tracking program budgets across all projects, contractors, and subrecipients, conducting monthly and quarterly reconciliations to ensure accuracy and fiscal compliance, in addition to reviewing and processing invoices submitted by subrecipients to verify alignment with approved budgets and deliverables Preparing and submitting quarterly performance and financial reports, summarizing progress and key metrics across all funded projects Conducting site visits to monitor performance and ensure compliance with grant requirements Monitoring program compliance and implementing corrective actions, as needed, to ensure adherence to federal and state guidelines Minimum qualifications include: Bachelor’s degree in public administration, political science, business administration, or a related field At least two years of experience managing or supporting federally funded programs or grants Knowledge of managing federal energy grants considered a plus Strong organizational skills and attention to detail, particularly in budgeting and compliance monitoring Excellent written and verbal communication skills with the ability to interact with a variety of stakeholders, including federal agencies, program leadership, subrecipients, contractors, and internal teams Ability to work independently, manage multiple priorities, and meet deadlines in a dynamic environment Emergent Method and associated entities are equal opportunity employers.
