Summary/Objective:

The Programs Director is a mission-driven leader who ensures that all PCCCF services are delivered with integrity, compassion, and excellence. This position is responsible for the strategic oversight and day-to-day management of the organization’s core program areas, including Behavioral Health Services, Court Appointed Special Advocates (CASA), and the Children’s Advocacy Center (CAC). The Programs Director is a champion of evidence-based practices, equity in access, and cross-program collaboration, ensuring the delivery of high-quality, trauma-informed care to individuals and families across Plaquemines Parish. This role reports to the Executive Director and works closely with community partners, funders, and agency leadership. With a lens of continuous improvement and deep clinical knowledge, the Programs Director will lead innovation, drive performance outcomes, and support a strong organizational culture rooted in PCCCF’s values of dignity, trust, and service.

Essential Functions & Responsibilities:
Organizational Leadership & Strategic Planning:
  • Supervise and support the Clinical Supervisor, Intern/Intake Supervisor, and CASA Advocate Supervisor/Child and Family Advocate.
  • Conduct annual performance evaluations for all direct reports.
  • Lead the Performance and Quality Improvement (PQI) Committee, ensuring alignment with accreditation standards and timely reporting to the Board and funders.
  • Collaborate with the Executive Director and Board during strategic planning and attend all Board meetings.
  • Identify and respond to community needs by evaluating service gaps and developing new or enhanced programming.
  • Participate in and represent PCCCF at fundraising events.
Program Development & Quality Assurance:
  • Oversee all PCCCF program areas, including CASA, CAC, Mental Health, Substance Abuse, and Domestic Violence Counseling Services.
  • Lead the development and implementation of program policies, procedures, and workflows to ensure consistency and compliance.
  • Coordinate and monitor training programs for programmatic and clinical staff.
  • Ensure programmatic integration and continuity of care across service lines.
  • Guide the implementation of evidence-based practices to improve client outcomes.
  • Develop, track, and report on key performance indicators (KPIs).
  • Utilize electronic health records (EHR) and data analytics to monitor program performance and drive improvements.
  • Generate monthly, quarterly, and annual program outcome reports for funders and the Board.
  • Lead the creation of the agency’s Annual Report.
  • Supervise and actively participate in cross-agency meetings, including Multi-Agency, FINS, and MDT Case Review Meetings.
  • Ensure program readiness and compliance for accreditation and re-accreditation cycles.
  • Participate in statewide and national

trainings and conferences.

Clinical Oversight:
  • Ensure compliance with HIPAA and maintain the confidentiality and integrity of all clinical records.
  • Provide clinical oversight of case reviews and client-related issues.
  • Monitor and respond to emerging trends in behavioral health to maintain relevant, innovative programming.
  • Promote clinician wellness and implement strategies to reduce burnout.
  • Maintain quality assurance processes across all client services.
Compliance & Risk Management:
  • Lead the development and enforcement of compliance protocols related to clinical practice, program delivery, and client confidentiality.
  • Oversee risk management strategies, including incident reporting and resolution.
  • Act as the agency point of contact for program-related crises, collaborating with leadership to develop response plans.
  • Conduct internal audits and coordinate external program audits as needed.
Grant Reporting & Compliance:
  • Collaborate with the Grant Writer to develop programmatic content for funding proposals and ensure alignment with strategic goals.
  • Work with the Business Operations Director to provide required financial documentation for grant applications.
  • Track all grant deliverables and ensure compliance with reporting timelines.
  • Maintain detailed documentation of all grant-funded activities.
Outcome Measurements & Program Evaluation:
  • Lead program evaluation efforts and use data to inform decision-making.
  • Implement client satisfaction surveys and outcome assessments to evaluate impact.
  • Design and manage longitudinal studies to assess long-term program effectiveness.
  • Use client feedback and community input to enhance service models.
Education, Experience, & Qualifications:
  • Master’s degree in Counseling, Social Work, or a related behavioral health field.
  • Active LPC or LCSW license required; supervisor designation preferred.
  • At least 5 years of leadership experience in program development and staff supervision, preferably within a nonprofit or clinical setting.
  • Demonstrated experience overseeing multidisciplinary programming, managing grants, and leading performance evaluation efforts.
  • Strong written and verbal communication skills.
  • Proficiency in Microsoft Office, Google Suite, and electronic health records systems.
Work Environment & Demands:
  • This position typically follows a 40-hour work week, Monday through Friday, with standard hours of 9:00 AM to 5:00 PM, however, flexibility with hours and availability may be required based on organizational need.
  • The position requires working in an office and therapeutic environment, with occasional travel to community events, client meetings, and conferences.
  • Physical requirements include the ability to lift up to 25 pounds occasionally (e.g., office materials or supplies).
  • May involve standing or walking for extended periods while some tasks may require bending, stooping, or reaching.
  • Regular use of standard office equipment such as computers, phones, clinical equipment, and various digital devices.
  • Capacity to perform repetitive tasks; read, analyze, and interpret data; maintain visual attention and mental concentration for significant periods of time.
  • Must be able to concentrate for extended periods, manage multiple priorities, and respond effectively under pressure.
