DCS has an exciting opportunity for a Principal Program Manager.
This is a full-time position located at Hanscom AFB, Bedford, MA.
Essential Job Functions:
Duties include, but not limited to:
Support cost and schedule reduction activities for acquisition anddevelopment efforts. Provide program level acquisition support tothe Program Manager and Integrated Product Team Leads by helpingguide successful program execution to maintain the acquisitionbattle rhythm and deliver warfighter capability. Provide supportand solutions to program leadership to facilitate successfulcontract execution for the program and analyzes overall programhealth and advises program leadership on options to maintain cost,schedule and performance objectives. Support and develop variousbriefings/schedules of program status and acquisition tasks tosenior management. Provide expert Program Management inputs toRequest for Proposal (RFPs) including systems specs, ElectronicWarfare Systems (SRDs), Statement of Work (SOWs), and Contract DataRequirements List (CDRLs), and other RFP products. Reviewacquisition documents and provides comments with programmaticperspective to ensure consistency and accuracy. Documents mayinclude, but are not limited to, ADMs, LCSP, AcquisitionStrategies, APBs, Risk Management Plans, PMRs and milestonedecision briefings. Support, prepare, review and developacquisition reports, including statutory and regulatory acquisitionreport and milestone review documentations identified in DoDI5000.02. Support implementation and execution of acquisition anddevelopment effort processes in concert with Government and weaponsystem prime contractors. Provide non-technical acquisition programmanagement to include guidance and expertise necessary to applyprinciples, criteria, and procedures of DoD Directive 5000.1, DoDI5000.02, NSSAP 03-02, and other DoD, AF, AFMC, and AFLCMCInstructions, Directives, Regulations, and guidance documents asapplicable. Outline policy disconnects, policy interpretation, andmanagement of all acquisition efforts. Advise the PM on bestpractice PM principles to achieve substantial process improvements,efficiencies, and potential cost avoidance. Assist with planning,evaluating and implementing program acquisition strategies. Thisincludes DoD and AF policy and/or guidance; technical approachand/or requirements; risk assessment; and realism in achieving aproduct suitable for the warfighter within cost, schedule, andperformance constraints. Also includes broad range of programacquisition strategies, market research, evaluating deliverablesrequirements and best practice management; this includes support toUrgent Capability Acquisitions and Middle Tier of Acquisition asdefined in DoDI 5000.80, Operation of the Middle Tier ofAcquisition and DoDI 5000.81, Urgent Capability Acquisition.
Support and coordinate with program level scheduling personnel.
Develop, maintain, and update program risk management plans IAW theRisk Management Guide for DoD Acquisition, AFPAM 63-128, and theAir Force RI3 Guidebook; facilitate program risk identification,risk analysis, risk handling and risk monitoring; assist withexecution of program risk management boards, risk managementworking groups (or equivalent), and document meeting minutes;includes analyzing prime and sub-contractor risk managementprocesses. Assist with development, maintenance, and update ofacquisition reports such as the Monthly Activity Reports (MAR),Source Approval Request (SAR), Defense Acquisition ExecutiveSummary (DAES), Acquisition Program Baseline (APB), andsupplemental reports as required by DoD policy for
ACAT I, ACAT
II,and
ACAT III
programs and IAW DoDI 5000.02, AFI 63-101_20-101, and
AFPAM 63-128.
This requires use of standardized and specializedsoftware applications such as M/S Office, Integrated BudgetDocumentation and Execution System (IDECS), Electronic DocumentAccess (EDA), Comprehensive Cost and Requirement’s System (CCaR),and any other DoD/Office of the Secretary of Defense (OSD) mandatedsystem(s). Provide direct support in preparing and submittingfunding documents (e.g. Purchase Request, MIPR, Purchase Orders,etc.). Requires familiarity with Financial systems such asComprehensive Cost and Requirement’s System (CCaR). Assist withpreparation of briefings, graphics and reports in direct support ofthe acquisition program management functions. Provide servicescritical to Life Cycle Logistics and operational supportability.
Interpret, organize, execute, and coordinate acquisition projectassignments and make recommendations to Government Program Managerregarding problems with unique or controversial items that may havea major effect on the overall performance and execution ofacquisition & sustainment projects. Compare program direction andprogram plans for consistency. Review and track prime contractordeliverables status and schedules. Review program integration plansand provide comments. Monitor interface control between IT systems.
Assist with drafting contractual letters on program managementissues. Assist with development of source selection strategies,evaluation criteria, Request for Proposal (RFP) documentation, andother source selection administrative support. Keep abreast of DoDacquisition reform policies and Air Force Instructions, andrecommend revisions to new and existing programs impacted by thechanges, such as Review, Discuss and Concur (RDC) and EvolutionaryAcquisition, including Spiral Development and IncrementalDevelopment. Assist with mission execution to include but notlimited to operational planning, operational analysis, capabilitydevelopment, event integration, event execution, analysis andreporting. Ensure Mission Planning Environment systems are planned,managed and developed to support requirement and capabilitydemonstrations testing at developer evaluations, user evaluations,FQT, Developmental Test and Operational Test and MPE fieldingrequirements meets Operational Flight Program (OFP) schedulerequirements. Provide direct support to the MPEs in the PMO.Support preparation and review of program documents (i.e. BCRDs,APBs, ADM, MAR, RDT&E Documents (RDOC), 1537, Obligation/SpendPlans for CAF MPEs. Ensure that these MPEs effectively support theapplicable aircraft OFP need and meet the cost, schedule andquality requirements and expectations for the MAJCOM operationalusers. Prepare and review ECPs/RFPs for MPEC DOs. Evaluateproposals, complete technical evaluations and provide writtenrecommendations to Government PM. Support development of the keycriteria for Incentive clauses for the MPEC-II Dos. Correlate EVMCost Performance Report analysis with the monthly IMS CDRLs forprograms. Support risk assessments for these strategies based onevaluation of the MPE’s needs, schedule (OFP driven or otherwise),technical risks as well as programmatic, funding and cost realism.
Provide guidance and advice to division branch chiefs andindividual program/project managers regarding DoD Directives toinclude 5000.1/2, AFIs to include 62-601, 63-101, 63-124, 63-1201,AFPD 62-6, AFI 91-117/118/119, 99-103, and
AFMAN 63-119.
Experienceworking with Mission Planning Independent Validation, Verification& Evaluation, FQT and Development Evaluations in softwaredevelopment. Outline policy disconnects, policy interpretation, andmanagement of all acquisition efforts.
Required Skills:
Due to thesensitivity of customer related requirements, U.S. Citizenship isrequired. Bachelor’s Degree in a related field plus 15 years ofdirectly related experience, 5 of which must be in the DoD. ActiveSecret Security Clearance. Travel may be required at the customer’sdiscretion.

Theproposed salary range for this position is:
Salary Range:
