DCS has an exciting opportunity for a Senior Program Managerwithin our
AFLCMC/HBG
group. The C2ISR Division is responsible fora diverse portfolio that provides “cradle-to grave” support for theU-2 aircraft, E-8C Joint Surveillance Target Attack Radar System(JSTARS) aircraft, Air Force Distributed Common Ground System (AFDCGS), the Integrated Broadcast Service (IBS) system and otherC2ISR programs as they transition to sustainment. The C2ISRDivision provides worldwide life cycle support across the spectrumof the C2ISR capabilities based enterprise; including supply,distribution, materiel management, acquisition, system engineeringand maintenance, financial planning and budgeting, security, flighttest, and contracting functions. The Global Network Systems (GNS)Branch (AFLCMC/ HBGW), located at Hanscom AFB, MA, is one of thenumerous branches within the C2ISR Division and reports directly tothe
C2ISR/HBG
Senior Materiel Leader. EPASS support is required toexecute the major GNS programs in support of the C2ISR Division, toinclude: AF DCGS Network Infrastructure Transformation (NIT),Extended Tether Program (ETP), and Global Command and ControlSystem – Air Force Infrastructure (GCCS-AF (I)). This is a fulltime position located at Hanscom Air Force Base, MA.
Essential JobFunctions:
Duties include, but not limited to: Support cost andschedule reduction activities for acquisition and developmentefforts. Provide program level acquisition support to the ProgramManager and Integrated Product Team Leads by helping guidesuccessful program execution to maintain the acquisition battlerhythm and deliver warfighter capability Provide support andsolutions to program leadership to facilitate successful contractexecution for the program and analyzes overall program health andadvises program leadership on options to maintain cost, scheduleand performance objectives Support and develop variousbriefings/schedules of program status and acquisition tasks tosenior management Provide expert Program Management inputs toRequest for Proposal (RFPs) including systems specs, ElectronicWarfare Systems (SRDs), Statement of Work (SOWs), and Contract DataRequirements List (CDRLs), and other RFP products Reviewacquisition documents and provides comments with programmaticperspective to ensure consistency and accuracy. Documents mayinclude, but are not limited to, ADMs, LCSP, AcquisitionStrategies, APBs, Risk Management Plans, PMRs and milestonedecision briefings Support, prepare, review and develop acquisitionreports, including statutory and regulatory acquisition report andmilestone review documentations identified in DoDI 5000.02 Supportimplementation and execution of acquisition and development effortprocesses in concert with Government and weapon system primecontractors Provide non-technical acquisition program management toinclude guidance and expertise necessary to apply principles,criteria, and procedures of DoD Directive 5000.1, DoDI 5000.02,NSSAP 03-02, and other DoD, AF, AFMC, and AFLCMC Instructions,Directives, Regulations, and guidance documents as applicableOutline policy disconnects, policy interpretation, and managementof all acquisition efforts Advise the PM on best practice PMprinciples to achieve substantial process improvements,efficiencies, and potential cost avoidance Assist with planning,evaluating and implementing program acquisition strategies. Thisincludes DoD and AF policy and/or guidance; technical approachand/or requirements; risk assessment; and realism in achieving aproduct suitable for the warfighter within cost, schedule, andperformance constraints. Also includes broad range of programacquisition strategies, market research, evaluating deliverablesrequirements and best practice management; this includes support toUrgent Capability Acquisitions and Middle Tier of Acquisition asdefined in DoDI 5000.80, Operation of the Middle Tier ofAcquisition and DoDI 5000.81, Urgent Capability Acquisition Supportand coordinate with program level scheduling personnel Develop,maintain, and update program risk management plans IAW the RiskManagement Guide for DoD Acquisition, AFPAM 63-128, and the AirForce RI3 Guidebook; facilitate program risk identification, riskanalysis, risk handling and risk monitoring; assist with executionof program risk management boards, risk management working groups(or equivalent), and document meeting minutes; includes analyzingprime and sub-contractor risk management processes Assist withdevelopment, maintenance, and update of acquisition reports such asthe Monthly Activity Reports (MAR), Source Approval Request (SAR),Defense Acquisition Executive Summary (DAES), Acquisition ProgramBaseline (APB), and supplemental reports as required by DoD policyfor
ACAT I, ACAT
II, and
ACAT III
programs and IAW DoDI 5000.02,AFI 63-101_20-101, and
AFPAM 63-128.
This requires use ofstandardized and specialized software applications such as M/SOffice, Integrated Budget Documentation and Execution System(IDECS), Electronic Document Access (EDA), Comprehensive Cost andRequirement’s System (CCaR), and any other DoD/Office of theSecretary of Defense (OSD) mandated system(s) Provide directsupport in preparing and submitting funding documents (e.g.
Purchase Request, MIPR, Purchase Orders, etc.). Requiresfamiliarity with Financial systems such as Comprehensive Cost andRequirement’s System (CCaR) Assist with preparation of briefings,graphics and reports in direct support of the acquisition programmanagement functions Provide services critical to Life CycleLogistics and operational supportability Interpret, organize,execute, and coordinate acquisition project assignments and makerecommendations to Government Program Manager regarding problemswith unique or controversial items that may have a major effect onthe overall performance and execution of acquisition & sustainmentprojects Compare program direction and program plans forconsistency Review and track prime contractor deliverables statusand schedules Review program integration plans and provide commentsMonitor interface control between IT systems Assist with draftingcontractual letters on program management issues Assist withdevelopment of source selection strategies, evaluation criteria,Request for Proposal (RFP) documentation, and other sourceselection administrative support Keep abreast of DoD acquisitionreform policies and Air Force Instructions, and recommend revisionsto new and existing programs impacted by the changes, such asReview, Discuss and Concur (RDC) and Evolutionary Acquisition,including Spiral Development and Incremental Development Assistwith mission execution to include but not limited to operationalplanning, operational analysis, capability development, eventintegration, event execution, analysis and reporting Ensure MissionPlanning Environment systems are planned, managed and developed tosupport requirement and capability demonstrations testing atdeveloper evaluations, user evaluations, FQT, Developmental Testand Operational Test and MPE fielding requirements meetsOperational Flight Program (OFP) schedule requirements Providedirect support to the MPEs in the PMO. Support preparation andreview of program documents (i.e. BCRDs, APBs, ADM, MAR, RDT&EDocuments (RDOC), 1537, Obligation/Spend Plans for CAF MPEs Ensurethat these MPEs effectively support the applicable aircraft OFPneed and meet the cost, schedule and quality requirements andexpectations for the MAJCOM operational users Prepare and reviewECPs/RFPs for MPEC DOs. Evaluate proposals, complete technicalevaluations and provide written recommendations to Government PMSupport development of the key criteria for Incentive clauses forthe MPEC-II Dos Correlate EVM Cost Performance Report analysis withthe monthly IMS CDRLs for programs Support risk assessments forthese strategies based on evaluation of the MPE’s needs, schedule(OFP driven or otherwise), technical risks as well as programmatic,funding and cost realism Provide guidance and advice to divisionbranch chiefs and individual program/project managers regarding DoDDirectives to include 5000.1/2, AFIs to include 62-601, 63-101,63-124, 63-1201, AFPD 62-6, AFI 91-117/118/119, 99-103, and
AFMAN63-119
Experience working with Mission Planning IndependentValidation, Verification & Evaluation, FQT and DevelopmentEvaluations in software development Outline policy disconnects,policy interpretation, and management of all acquisition efforts
Required Skills:
Must be a US citizen Must have and be able tomaintain a Top Secret level clearance High School Diploma and 16years of experience Familiar with cloud-based systems, includingmanagement and projection of cost and performance Familiar withagile methods and CI/CD, DevSecOps and DevOps principalsComprehensive knowledge of principles, policies and practices ofsystems acquisition and program management, as defined in DoDI5000.02 and 5000.75, as well as knowledge of roles andrelationships within the DoD and the Air Force Possess knowledge ofqualitative and quantitative techniques for gathering, analyzing,and measuring the effectiveness, efficiency and productivity ofacquisition programs Possesses the ability to effectivelycommunicate orally and in writing, providing quality acquisitionand program documentation including but not limited to briefings,documents,and plans

Salary Range:
