$32.00 – $36.00/hour depending on experience. Position is funded through state and federal grants (Administration for Community Living (ACL) which are subject to appropriation through Elder Affairs (EOAI).
GENERAL DESCRIPTION
Working in collaboration with the Massachusetts SHINE program at EOAI, and under the supervision of The Council on Aging Executive Director or in her absence, the Assistant Director, the SHINE Program Director oversees all functions and requirements of the SHINE Grant. These include counselor management, regional program administration, community outreach and attending all standing SHINE meetings.
DUTIES/RESPONSIBILITIES
Satisfactory completion of SHINE certification training directed by the Executive Office of Elder Affairs staff. Manage all aspects of the regional SHINE Program, including management of health benefit counselors, program reporting, budget and financial reporting, record keeping, public relations, customer service, and outreach to consumers, including Medicare beneficiaries of all ages and their spouses, caregivers, and low income, limited English speaking individuals. Responsible for required data entry into the National Data System. In cooperation with member agencies and others, develop placements and scheduled work times for counselors at sites to meet with consumers. Develop and maintain a roster of counselors who shall staff phone lines in the regional office 5 days per week. Maintain program roster with schedule of counselors who provide one-on-one counseling at regional sites. In cooperation with member agencies, recruit, interview and select candidates for training and match them with definite work site(s) and schedules. Conduct monthly training meetings with counselors to train on health insurance issues, develop public speaking skills, assign outreach events and discuss cases. Invite speakers to monthly meetings who can inform the counselors on eligibility criteria and intake procedures for the following programs: Mass Health, One Care, Senior Care Options, PACE, Senior Medicare Patrol. Medicare Advocacy Project and other programs related to health insurance or social services. Evaluate counselors’ comprehension of information through certification and recertification reviews, use of role-plays, case reviews, and observation on a regular basis. Visit counselors at least once each year while counseling to observe and evaluate their counseling skills and knowledge. Respond to counselors who seek technical assurance or advice in handling cases. Develop a counselor mentoring system. Counselors should mentor with the Regional Director and learn to perform data entry, and also be matched with a veteran counselor to master program role, procedures and paperwork requirements. Attend SHINE Regional Directors meetings called by the State Director and other specialized training sessions identified by the State SHINE Program Director. Attend training sessions, conference and other meetings relevant to SHINE program goals and functions. Coordinate all local program publicity, marketing and outreach to alert consumers of the program’s mission and availability. Arrange for volunteer counselors to represent the SHINE Program at public speaking engagements, radio and cable interviews, and health fairs.
QUALIFICATIONS
Certified through EOEA as a SHINE Certified Counselor Public speaking experience required Experience as a problem solver Knowledge of the elder network Strong interpersonal skills and time management essential Driver’s license and access to insured transportation required Fluency with Microsoft Office Suite, Zoom and ability to work within state SHINE databases.
