City of Portland – Lead-Based Paint Program Coordinator in Cumberland County, ME Job Description City of Portland – Lead-Based Paint Program Coordinator Housing and Economic Development Department, Housing and Community Development (HCD) Division About the

HCD Division:

The HCD Division team supports a wide variety of projects and programs, including social and neighborhood services, public health, public facilities, and infrastructure in eligible neighborhoods and housing rehabilitation and housing development.

Job Summary:

The HCD Division seeks a candidate to assist in administering the Lead Safe Housing Program, a county-wide lead paint hazard reduction initiative. This is a HUD-funded position anticipated to be funded through January 2029.

Duties & Responsibilities:
  • Assist the Program Manager in project coordination with property owners, contractors, and tenants;
  • Management of tenant relocation during abatement activities;
  • Act as tenant liaison to conduct individual needs assessment and support as abatement occurs;
  • Maintenance of required recordkeeping and data collection systems;
  • Development and implementation of a marketing and education/outreach program in order to generate enrollment through partnerships with landlord associations, faith-based groups, neighborhood associations, and local non-profits;
  • Coordinate program activities with outside public agencies, such as the Maine CDC and Portland public Health;
  • Complete required reporting as needed;
  • Participate in lead poisoning prevention committees and similar efforts;
  • Work collaboratively through networking and technical expertise to all Cumberland County code enforcement offices and ensures program is utilized throughout the County;
  • Requires attendance at a HUD-sponsored conference, held at various locations throughout the US each year.
Required Skills & Experience:
  • Bachelor’s degree and three years’ experience in public or environmental health, environmental management or government assisted programs, or an equivalent combination of work experience and training;
  • Ability to establish and maintain effective working relationships with other employees and diverse groups of community members;
  • Ability to communicate to groups in a public forum using oral and written skills;
  • Knowledge of lead-based paint hazards, abatement methods, and possess or obtain within 6 months of hire a Certified Lead Abatement Supervisor License;
  • Must possess a Maine Class C driver’s license and personal vehicle available for work use.
Expected Hours/Schedule:

Full-Time (37.5 hours/week), Project position – Monday through Friday, 8:00 a.m. – 4:30 p.m. Applications accepted until filled Offers of employment are contingent upon the completion of a satisfactory criminal background check.

Salary & Benefits:

This is Pro-Tech Grade 7 position.

Salary Range starting at:
