Job Summary:
- The City of Portlands Health & Human Services division is seeking aqualified individual to oversee the daily operations of the STD Programat our Public Health Clinic located at 39 Forest Avenue.
This roleincludes community based outreach and education, as well as onsiteclinical services. The appropriate candidate should have demonstratedsupervisory, fiscal, and program management experience. This positionhas a strong clinical focus and the ideal candidate will have experiencein public health and/or nursing, as well as experience conductingoutreach to vulnerable populations, including expansive knowledge aboutSTD clinical testing, PrEP, and other HIV, STD, and Hepatitis Cprevention education. A demonstrated independent, self-directed, andmotivational work ethic, and excellent skills in written and verbalcommunication are important for success in this role.
The Program Coordinator provides oversight of operations and coordinatesall program activities. This role also assists with policy developmentand articulation of policy positions related to program areas, and maybe responsible for meeting requirements for agency licensure, Medicaidbilling, and governmental review. The Program Coordinator also assistsin the development and administration of the program budget, and isresponsible for meeting program reporting requirements, includingmonitoring outcome measures and expenditures, ensuring compliance withall applicable federal and state regulations, and grant renewals.

Duties & Responsibilities:
- Assigns, directs, and coordinates casesReviews case records and plans for providing service to clients, andconsults with the Medical Director as appropriate, to determineappropriate services, including when to terminate servicesConducts staff meetings, case manager meetings, outreach meetings, andmeetings related to client issuesHolds specialized workshops appropriate to the program and offerseducational presentations to providersParticipates in the grant application process, program planning, andservice evaluations.
Acts as representative for programs in the community and serves as amember on relevant committees and local task forcesPerforms related work as required

Required Skills & Experience:
- Bachelor’s degree in Public Health, Public Administration, Nursing, orclosely related field, combined with a minimum of three years relatedwork experience is required.
A graduate level degree in a related fieldis preferred. Equivalent combination of training and experienceaccepted.
Knowledge of program population issues, regions, and sectors related tospecific programProven administrative skills, including grant writing and reporting,recordkeeping, budget management, outcome measurement, and qualityassuranceExperience in case management and crisis intervention, with the abilityto develop and implement policies and proceduresFamiliarity with budgets and financial managementAbility to manage and develop high-performing, goal oriented services,as well as set and achieve strategic objectivesExperience in the development and implementation of community-basedhealth programs, specifically around infectious disease prevention andclinical servicesLite acy in database and word processing programs required, including MSOffice and Google Workspace
