About the Position
•This is a time limited NS-14 position• The Mississippi State Department of Health (MSDH) Office of Tobacco Control (OTC) is seeking qualified applicants for a Program Specialist III position in Central Mississippi. The

MSDH, OTC

works to prevent initiation of tobacco use, enhance tobacco cessation efforts, eliminate tobacco-related disparities, and eliminate exposure to secondhand smoke. This is a time limited position. This position will coordinate the development, implementation, and evaluation efforts for community programs within the MSDH Office of Tobacco Control, including assigned Mississippi Tobacco-Free Coalitions within designated areas of the state. This position requires in-state traveling on a regular basis. Employees are responsible for the planning, evaluation, financial and management analysis, and operational auditing of a large and complicated program consisting of multiple projects. Employees at this level typically have specialized technical skills and exercise a higher degree of decision making and independence. Accountable for training and monitoring the work of grantees. Prepares, review and administers scope of works, proposals, budgets, contracts, grants, and/or other agreements. Monitor grantees and their activities (programmatic and fiscal monitoring). Provide technical assistance to grantees. Compile, create and prepare various required documents for subgrants proposals and modifications. Track assigned subgrants/modifications in the review/approval process. Reviews subgrants/modifications fiscal and administrative documents for accuracy, completeness and conformance with established policies, procedures, regulations, and state laws. Promotes public information on assigned programs/projects through mass mailings, outreach programs, and media activities. Directs and supervises the collection, maintenance, reporting, and publication of data pertaining to programs/projects. Organize various meetings and activities with partners and the public, as needed.

High level of analytical skills and leadership abilities, proficient with Microsoft Office Suite and related program software, demonstrate integrity, excellent verbal and written communication skills, ability to adapt quickly, courteous, ability to maintain confidentiality and ability to develop and maintain relationships.
