Federal Programs Minimum Qualifications:

NC Teaching License in English as a Second Language and Master’s Degree in teaching English as a Second Language or related field. Prior successful classroom experience. Demonstrated expert knowledge of K-12 English Language Development Standard Course of Study along with excellent communication and PR skills. Experience leading/supervising teams of people. High proficiency in reading, writing, listening, and speaking in both English and Spanish preferred.

Primary Responsibilities:

Develop and implement the Title III plans with guidance from Title III Director. Assists in planning, coordinating and monitoring Title III budgets. Assists in ensuring compliance with federal, state, and local laws, regulations, and policies. Explores school and district Limited English Proficient student data with administrators, staff, and teachers to supplement planning for PLC discussions and more informed instructional decisions. Provides supplemental professional development for school ESL teachers through training sessions, observations, modeling, and coaching. Attends and provides specialized leadership for district Professional Learning Communities in collaboration with ESL Coordinator. Stays current with professional literature, latest research, and best practices. Attends professional seminars, conventions, and other trainings to receive instruction in research-based second language acquisition strategies and how to work effectively with language learners. Works to extend and improve communication with parents and community in developing the district’s Title III Application. Works with appropriate personnel to improve and sustain a long-term professional growth framework that supports the implementation of services for English language learners in the district. Assists in recruiting, monitoring, supporting and allocating ESL personnel and assignments. Communicate the model and vision of the Global Student Support Center to both members of central office and school personnel who will be impacted by its functions. Communicate the model and vision to key stakeholders within the immigrant community and Chatham County community at large to help parents of potential limited English proficient (LEP) students transition to schools within the district. Supervise the Global Student Support Center staff in their endeavors both within the center and when their work takes them outside the center. Work with district principals and administrators in coordinating and intensifying site-based services that support second language families.

MINIMUM TRAINING AND EXPERIENCE

Graduation from college/university and demonstrated ability to speak, understand, read and write fluently in both English and Spanish; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.

PERFORMANCE RESPONSIBILITIES

Translates written documents from English to Spanish and from Spanish to English. Translates orally from English to Spanish and from Spanish to English during conferences, telephone calls, testing, information gathering from other school districts, emergency situations, etc. Assists Spanish-speaking students and their families with the school enrollment process. Serves as a liaison between the school district and Latino groups and organizations in the community. Assists school staff in understanding and appreciating the Latino culture. Performs other related work as required.

MINIMUM STANDARDS REQUIRED TO PERFORM RESPONSIBILITIES
Physical Requirements:

Must be able to exert a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Due to amount of time spent standing and/or walking, physical requirements are consistent with those for Light Work.

Requires the ability to speak in Spanish and English to convey or exchange information. Includes giving instructions, assignments and/or directions.

Requires the ability to read a variety of correspondence, etc., in English and Spanish. Requires the ability to prepare routine and technical documents. Requires ability to write, using standard conventions, in English and Spanish.

Intelligence:

Requires the ability to apply rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic or schedule form.

Verbal Aptitude:

Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions in English and Spanish. Must be able to communicate effectively and efficiently in standard English and Spanish.

Numerical Aptitude:

Requires the ability to utilize mathematical formulas; to add and subtract; multiply and divide; utilize decimals and percentages; and to apply the principles of algebra, trigonometry and geometry.

Form/Spatial Aptitude:

Requires the ability to inspect items for proper length, width and shape.

Motor Coordination:

Requires the ability to coordinate hands and eyes rapidly and accurately in using adaptive equipment.

Manual Dexterity:

Requires the ability to form numerous signs, etc. Must have minimal levels of eye/hand/foot coordination.

Color Discrimination:

Requires the ability to differentiate between colors and shades of color.

Interpersonal Temperament:

Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with persons acting under stress. Must b e sensitive to cultural differences among individuals and groups of persons.

TERMS OF EMPLOYMENT
