Full Job Description Job Description:
We are seeking a dedicated Child Welfare Implementation Liaison to join a statewide project team supporting the rollout of a new Child Welfare Information System (CWIS) across North Carolina. This is a field-based consulting role , ideal for professionals with NC Child Welfare policy experience who thrive in a collaborative environment and are passionate about supporting positive system change. This is not a Help Desk or Desktop Support role . The successful candidate will act as a strategic liaison between local county Departments of Social Services and the centralized system implementation team, offering readiness planning, training facilitation, policy guidance , and real-time user support.
Key Responsibilities:
Travel to counties across the state to support readiness and implementation of CWIS. Facilitate meetings, training sessions, and on-site guidance to county child welfare staff. Serve as a liaison between local users and the central project team, ensuring smooth adoption and consistent communication. Troubleshoot and escalate issues related to data entry, policy alignment, or system functionality. Guide users on how to navigate the system in alignment with NC Child Welfare policies. Document and report feedback, issues, and progress to support continuous system improvement.
Required Qualifications:
3+ years of direct experience working with North Carolina Child Welfare programs , rules, or county DSS departments. Excellent written and verbal communication skills. Ability to interpret and apply state-level child welfare policy to real-world county scenarios. Comfortable with extensive travel (up to 90%) , including some evening and weekend commitments. Strong facilitation, training, and relationship-building skills. Proficient in Microsoft Office Suite (Outlook, Excel, PowerPoint).
Preferred Qualifications:
Experience navigating or supporting NC FAST or similar child welfare information systems. Familiarity with SharePoint, JIRA, or other project collaboration tools. Background in change management or implementation support roles.
Compensation & Travel Support:
Travel expenses are reimbursed per state reimbursement protocols (mileage, lodging, per diem). Most hotel costs are direct-billed by the state. Use of personal vehicle may be required for travel; mileage will be reimbursed.
