This role will be critical in ensuring our organization fully complies with federal, state, and local prevailing wage laws including Davis-Bacon, Service Contract Act (SCA), and related regulations. You will collaborate across the inquiry to order (ITO) and order to remittance (OTR) processes to manage ongoing compliance for projects that fall under prevailing wage requirements. Job Description Roles and Responsibilities Design, implement and manage the prevailing wage program for GEH Nuclear Services projects. Develop standardized procedures for wage determination tracking, employee classification, certified payroll reporting, and audit readiness. Collaborate with other GE businesses on best practices related to prevailing wage implementation. Apply federal, state, and local prevailing wage laws, including Davis-Bacon and SCA, ensuring full legal and contractual compliance. Collaborate with Commercial Operations, Legal, HR, and Services Operations to integrate prevailing wage requirements into project bidding, payroll, and reporting workflows. Perform wage determination estimates to support proposal development on prevailing wage eligible work scopes. Assist in developing Project Change Requests (PCRs) for in-progress and legacy work scopes tagged as prevailing wage eligible. Collaborate with GE Human Resources and Vendors on prevailing wage compliance processes and ongoing updates. Liaison with our customers to ensure GEH (and vendor) compliance. Implement systems and tools (e.g., timekeeping and payroll reporting solutions) that support prevailing wage calculations and reporting. Monitor regulatory changes and proactively update internal policies and processes as needed. Oversee the onboarding of subcontractors into our Variable Workforce Platform (Vindly), as well as working with our Site Security team to arrange for site access. Work with the GEH Field Services team to assist in the GE Vernova immigration process for international work, including inputting case information into our Immigration Tool and helping employees as needed. Oversee / assist with the payroll reconciliation between GEH and our Subcontractor Vendors. Maintain and continuously improve our Subcontractor Evaluation Process. Required Qualifications Minimum of High School Diploma (Bachelor’s degree is preferred). 3+ years of experience with federal prevailing wage administration. Eligibility Requirements Ability and willingness to travel up 10% domestically The preferred work locations is the Wilmington, NC Headquarters but highly qualified remote candidates will be considered. This role requires access to U.S. export-controlled information. Desired Characteristics Experience managing labor compliance in a services-based environment (e.g., power generation, facility maintenance, construction services, government contracting). Prior experience in implementing labor compliance systems for government contracts or union environments. In-depth knowledge of Davis-Bacon Act, SCA, and other applicable prevailing wage regulations. Direct experience implementing prevailing wage processes. Strong project management, communication, and cross-functional collaboration skills. Proficiency with MS Excel, payroll systems, ERP tools, and certified payroll reporting platforms. Legal or paralegal background is a plus. The base pay range for this position is $62,000 to $78,000. The specific pay offered may be influenced by a variety of factors, including the candidate’s experience, education, and skill set. This position is also eligible for bonuses, such as a performance bonus/variable incentive compensation/equity.
