Position Summary :

Specialist is responsible for working in collaboration with other team members to ensure the program complies with all Head Start Program Performance Standards specific to program delivery, service, design and Eligibility, Recruitment Selection, Enrollment, and Attendance (ERSEA), as well as DHHS regulations, Policies and Procedures, and

regulations as applicable. The primary focus of the

EHS ERSEA

Specialist is to develop and implement systems for planning, record-keeping, reporting and monitoring of all aspects of ERSEA. This position is a full-time position. This position is not responsible for the supervision of others and reports directly to the EHS Family and Community Outreach Manager. As the

EHS ERSEA

Specialist , you will support our agency’s approaches to the problems we are trying to solve which include child abuse prevention & intervention; connecting families with professional mental health services to help children cope with trauma; and assisting families in locating and connecting with resources for themselves and their children at the time of application follow-up. You will drive the creation and maintenance of systems for strong Early Head Start Child Care Partnerships by providing high quality EHS services across Onslow County and ensuring that families, child care providers, employers and community members have access to high quality EHS services while ensuring programmatic compliance as outlined by the Office of Head Start (OHS). Under the direction of the EHS Family and Community Outreach Manager, the position is responsible for conducting the program and policies related to the delivery of program design, service, delivery and ERSEA as prescribed by the Head Start Program Performance Standards (HSPPS) and applicable to the coordination of all components as defined by OHS.

Responsibilities/What You’ll Do :

Demonstrate commitment to One Place mission, values, and policies in the performance of daily job duties. Participate in staff meetings, attend conferences, training/workshops, and meet standards as required and at times outside of non-traditional hours. Demonstrate familiarity with One Place Early Head Start (EHS) policies and procedures, and Head Start Performance Standards. Build and maintain respectful relations with staff, children, families, and community. Keep current and accurate records. Maintain confidentiality regarding staff and family information. Maintain professional standards and professional courtesy policies. Actively participate in professional development opportunities and ongoing self-improvement. Report suspected child abuse, neglect, and incident reports to appropriate agencies and EHS Director in accordance with local, state, and Office of Head Start (OHS) requirements. Be a contributory team member in a positive and productive manner. Commit to reflective supervision as a cornerstone of program and staff development. Flexibility to accommodate changes in job responsibilities due to changing program demands as requested by the EHS Director. Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA) Build, develop and maintain an agency and recruitment plan in collaboration with One Place and ECE program staff. To include agency-wide and program outreach/recruitment events. Facilitate the development and/or support of community partnerships that support the recruitment of families most in need of Head Start services (i.e. homeless families, children in foster care, children with special needs, teen moms, etc.) in collaboration with the EHS Family and Community Outreach team. Assist and support, as appropriate, agency wide training specific to ERSEA policies and procedures. As well as providing technical assistance in the implementation of procedures. Plan, prepare, support, and attend Policy Council meetings as deemed necessary. Complete monthly attendance and enrollment reports as well as other reports required by the EHS Director or designee as required by OHS to be submitted to Policy Council, the Governing Body and OHS. Communicate and collaborate with but not limited to: Early Intervention Services and Onslow County Schools. Lead selection, enrollment and placement as specific Eligibility, Recruitment, Selection, Enrollment and Attendance processes (ERSEA). Contribute, establish and implement all aspects of the One Place and/or One Place EHS application intake, interview and processing procedures in accordance with the Office of Head Start (OHS) and One Place, as appropriate. Serve as a liaison between families and community services. Serve as a vital member of the EHS Family Services Team. Participate in the orientation of families entering Early Head Start. Contribute to the planning and facilitation of parent education activities and training opportunities that emphasizes the importance of attendance as related to school readiness. Collaborate with the EHS Family Services Team to ensure follow-up regarding absenteeism (including excessive tardiness), in order to identify and address barriers to children’s regular attendance. Prepare, present, facilitate and/or co-facilitate presentations/trainings to all stakeholders to ensure compliance specifically related to ERSEA. Provide consistent support for site administrators and teachers in developing strong and effective relationships and communication systems with parents and One Place EHS program staff. Collaborate with One Place staff/teams to ensure compliance is maintained as follows, but not limited to: One Place application processes/procedures and ERSEA. Collaborate and establish partnerships to support families in advocacy and school readiness that include, but are not limited to: Consolidated Health and Human Resource Referrals, Child Care Subsidy, etc. Perform other duties and responsibilities as assigned.

Qualifications/What You’ll Need :

Minimum of bachelor’s degree in social work, human relations or related field. A minimum of 3 years’ experience in work or related field is preferred. Ability to think critically and exercise independent judgement and discretion. Knowledge of Head Start’s Parent, Family, Community, Engagement (PFCE) Framework, Head Start Systems and the 5 Protective Factors Knowledge of the service delivery area to partner with consumers, early care and education providers, internal and external programs Capacity to evaluate, coordinate and implement various programs as well as track efforts and report outputs/outcomes. Proficiency in technology Excellent interpersonal and communication skills. The ability to interpret and report data. Experience working with families, agencies, and organizations. Energetic, initiative-taking team player with a learning attitude, able to meet deadlines. Capability to handle multiple tasks with competing priorities under minimal supervision.
