Homeless and Foster Care Liaison
Reports to: Director of Student Health & Wellness
Qualifications:
- Minimum BA/BS in Social Work
- North Carolina License in School Social Work
- Social Work background or related experience required
Special Knowledge and Skills:
- Ability to organize, coordinate, and present District-wide training
- Knowledge of McKinney-Vento Homeless Assistance Act and ESSA Foster Care Provisions
- Knowledge of community resources
Major Responsibilities and Duties:
- Works collaboratively with schools to provide technical and compliance support to schools regarding the education and support of homeless and foster care students
- Assures that children and youth experiencing homelessness will have stability in school and will receive specialized services when eligible
- Prepares and submits reports to the U. S. Education Department and the NC Department of Public Instruction as needed for both homeless education and foster care program
- Assures that students in Foster Care will have stability in school
- Provides direct services to students experiencing homelessness or in foster care as needed such as crisis intervention and coordination of school and community services
- Responds to and resolves difficult and sensitive inquiries and complaints regarding McKinney-Vento and ESSA Foster Care Provisions compliance issues
- Collaborates with community agencies providing services to the homeless and foster care students, as needed
- Interprets and monitors compliance with Federal and State laws, rules and regulations for Title 1 and the McKinney-Vento Homeless Act; provides written guidance as appropriate
- Provides appropriate training and professional development relative to the education and support of homeless and foster care children
- Ensure school representation in the Best Interest Determination (BID) process for students in foster care within an appropriate timeframe
- Coordinate transportation for the homeless education and foster care program when needed for students to stay in school of origin
- Participates on school system committees as required; attends and participates in professional groups and committees, as appropriate
- Provides timely, accurate and responsive customer support to schools, programs, and other departments
- Performs related duties as assigned by the Director of Student Health and Wellness
Working Conditions:
Must be able to use a variety of office equipment such as computers, scanners, and copiers. Must be able to communicate effectively. Must be able to work in an office environment and come into direct contact with school system staff, students, external agencies, and the community. At times requires the ability to lift, carry, push, pull or otherwise move objects up to ten pounds. The work frequently requires driving automotive equipment. Due to the amount of time spent standing and/or walking, physical requirements are consistent with those for sedentary work.
