Position #18768 Typical Starting Salary Range is $22.50 – 30.02/hr The State of New Hampshire, Department of Environmental Services, Waste Management Division, Hazardous Waste Management Bureau has a full time vacancy for a RCRA Reporting & Information Management Specialist.

Summary:

Researches and reviews information and data and provides technical assistance for the Resource Conservation and Recovery Act Subtitle C (RCRA -C) Reporting and Information Management program, including diverse data and document management duties; assessment and collection of fees; guidance to the regulated community; and management of the day-to-day business functions of the section when the supervisor is unavailable.

M INI M U M QUALIFICATIONS

:

Education:

Bachelor’s degree from a recognized college or university in the environmental sciences, information management, accounting, business management, or a related field. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience:

Two years of professional or paraprofessional experience in data management, quality control, auditing, records management, and/or other fields related to the management of environmental compliance, with responsibility for planning, monitoring programs, or performing research. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification:

None required.

Responsibilities:

Researches and reviews laws, regulations, rules, and work procedures to provide technical assistance and guidance to agency staff and the regulated community regarding hazardous waste management reporting and related regulatory requirements, that vary based on generator classification, to ensure compliance, collection of revenue, and continuous program improvement. Assists in management of the Hazardous Waste Quarterly Report program, including assessing, processing and tracking collection of program fees, investigating and reconciling reported discrepancies; and pursuing overdue accounts prior to referral for enforcement action by the Office of Attorney General, to ensure state revenue is collected in accordance with state statute and rules. Manages information in the RIMS database involving a variety of business activities including, but not limited to, issuing EPA identification numbers, and reviewing, verifying and processing data and other information submitted by the regulated community, US-EPA, and program staff, to ensure compliance with the hazardous waste rules, state statutes and federal regulations. Drafts procedures and instructional materials to ensure that approved data and information is properly entered by others. Maintains and assists in improving a comprehensive electronic document library for hazardous waste programs to ensure the agency maintains complete and reliable records consistent with file retention requirements and program standards. Prepares a variety of reports, including designing custom queries and reports to compile and analyze data contained in waste management program databases, and distributes the reports to the internal stakeholders, other state agencies and the regulated community to document and support program compliance and enforcement activities, grant obligations, performance metrics, and strategic planning. Performs application completeness reviews, background investigations and compliance audits for the Hazardous Waste Transporter Registration program to ensure complete and accurate information is available for the supervisor to authorize the issuance, denial, and maintenance of registrations in accordance with state law and rules. Participates in Department-wide, statewide, and regional meetings, conference calls, webinars, and workgroups, and reviews state and federal hazardous waste management requirements and policies to ensure technical assistance and guidance provided to stakeholders is always current, and to recommend changes in program policy and procedure. Participates in the testing of new systems and system upgrades. Investigates problems concerning database applications, and communicates and coordinates with the Department of Information Technology and Bureau technical staff to identify and implement solutions. Assists in planning and coordinating training events, webinars and outreach activities, including presenting and speaking at these events, to assist the regulated community in achieving and maintaining compliance. Manages the day-to-day business functions of RIMS when the supervisor is absent or requires back up to ensure continuity of operations. Continually seeks to improve practices to add quality and value in support of the Department’s mission while identifying and eliminating unnecessary or redundant actions.
