Duties Description The Office for People with Developmental Disabilities (OPWDD) provides high-quality, person-centered services, supports and advocacy to approximately 130,000+ individuals with developmental disabilities in New York State. We are guided in our interactions with the people we serve and each other by compassion, dignity, diversity, excellence and honesty. As a condition of Medicaid participation, certain laws require OPWDD as a provider (state operations) to adopt and implement an effective compliance program to identify areas of Medicaid fraud, waste, and abuse to assist with the integrity of the Medicaid program. The OPWDD State Operations Offices have a responsibility to ensure overall fiscal compliance within their regions which includes ensuring that there is compliant supporting documentation with service provision for claims billed to Medicaid. The DDPS1 (DDSO Medicaid Liaison) will report to the SOO Director, Director of Quality Management and Team Leader for Quality Management, and will act as point person with the DDSO Management, and various Central Office Units including Medicaid Compliance. The incumbents will be responsible for ensuring quality and compliance by performing professional, administrative, training, and analytical duties related to the district’s fiscal compliance monitoring and training function to assist with the integrity of the Medicaid program and to mitigate agency revenue losses on claims billed to Medicaid.
Responsibilities include:
- Analyze claims and corresponding service documentation for billing compliance based on claim samples provided by the Office of Audit Services quarterly.
- Record results of claim reviews and analyze corresponding quarterly reports of deficiencies; transmit reports to SOO Director and Central Office.
- Complete quarterly trend reporting for the district (
IE:
financial issues, repeating system issues, staff issues, etc.)
- Participate in statewide meetings and individual meetings with Central Office staff.
- Communicate with your SOO Director and DDSO staff on issues within your district, such as potential or actual self-disclosures; billing and claiming monitoring and other compliance activities, and submit self-disclosure reporting forms, as necessary.
- Conduct training (train-the-trainer) on issues related to fiscal compliance in your district.
- Identify physical locations and additional training needs where staff and review trends demonstrate the need for improved internal controls and corrective actions.
- Assist in development of policies and procedures, surveys, or reports or forms for your DDSO, as needed.
- Travel to geographic areas within your district; may involve occasional travel to Central Office.
- Work closely with your district staff and your SOO Director on identifying physical locations and staff where systemic trends of deficient claims indicate additional training needs, instituting and facilitating training and improved internal controls.
- Developing, monitoring, recording, or facilitating, corrective action plans on issues related to billing compliance.
- Generally, act as the DDSO liaison/point person for your DDSO and the various Central Office Units including but not limited to Central Operations, Medicaid Compliance, Office of Audit Services (Bureau of Compliance Management & Bureau of Internal Audit or External Audit on billing and claiming issues, on internal or outside agency audits, and on general allegations of Medicaid fraud, waste, & abuse.
- Participate in any future Electronic Health Record (EHR) activities as needed, to enhance understanding of the way OPWDD will propose to utilize an electronic health record and care coordination system within State Operations.
