POSITION SUMMARY :

This is an administrative position responsible for performing professional work in the field of behavioral health. This position and its duties require employee initiative, knowledge of the Medicaid behavioral health system and services and the ability to act independently. Work is performed under the supervision of the Managed Care Adult Program Specialist II. The position supports the work in compliance with state, federal and program specific regulations and requirements.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

: Functions as the Department liaison for Adult and Transitional Aged Youth services provided by the HealthChoices Behavioral Health Medicaid program. Acts in partnership with the contracted Behavioral Health Managed Care Organization (BHMCO) to ensure quality and compliance of the Adult services within the Behavioral Health HealthChoices program. Supports Managed Care Adult Program Specialist II in oversight and integration of Medicaid-funded Behavioral Health Adult Services, with Other Human Services Departments, including Behavioral Health/Developmental Programs (BH/DP), Area Agency on Aging, Children and Youth, Adult Probation and Parole, the criminal justice system and Single County Authority (SCA). Provides support in program development and quality assurance of Bucks County Adult Behavioral Health services (Drug and Alcohol services). Incorporates the input of stakeholders in the development of policies, initiatives and program development impacting adults served in our system. Under direction of the Manager of Adult Managed Care Services and Program Development, assist in oversight of reinvestment-funded programs or new program start-up activities, including, but not limited to the following: Alternative Outpatient (AOP): Oversees the start-up and ongoing oversight of the AOP HealthChoices supplemental service, including the daily rate oversight and projections for potential capitation rate reduction. Attend and sometimes lead County and BHMCO oversight meetings Attend Monthly meetings with County colleagues, BHMCO and provider, monitoring the administration of the admissions, wait-list and discharge policy Attend chart reviews to ensure quality engagement as outlined in the approved program description.

Recovery Housing Reinvestment:

Oversight of the SCA contractor in implementation of the Recovery Housing reinvestment plan Attend Regional coordination meetings Ensure quality and care coordination of the individuals served in the plan. Act as primary contact with BHMCO and the SCA.

Mental Health Housing Reinvestment:

Oversight of the contractor(s) in implementation of the Mental Health Housing reinvestment plan Attend coordination meetings Ensure quality and care coordination of the individuals served in the plan. Act as primary contact with BHMCO, community provider, and MHDP. Under direction of the Manager of Adult Services and Program Development, assist in oversight of complex case services, including, but not limited to the following Community Hospital Integration Projects Program (CHIPP): Oversight of the BHMCO contractor in the treatment and Care Coordination of the CHIPP members discharged from Norristown State Hospital. Attend Regional coordination meetings Ensure safety and quality oversight of CHIPP/HealthChoices members Act as primary facilitator with BHMCO Care Management in case coordination Collaborate with County colleagues as needed on programs and services related to individuals discharging from Norristown State Hospital Center Of Excellence (COE): Oversight of the BHMCO contractor in the treatment and Care Coordination related to COE’s Attend Regional coordination meetings Ensure quality and care coordination of the individuals served in the COE’s. Act as primary facilitator with BHMCO Care Management in case coordination Participate regularly in BCBHS team and staff meetings as directed by supervisor Prepares correspondence and reports as required. Attend conferences, meetings and/or training as requested by supervisor May be required to occasionally work evening hours or weekends. Performs other work as assigned by The Manager of Adult Managed Care Services and Program Development.

REQUIRED KNOWLEDGE AND SKILLS

Bachelor’s Degree and two (2) years of professional level experience in the field of behavioral health or any equivalent combination of experience and training. Experience with Mental Health and Substance Abuse Services in the Medical Assistance HealthChoices program Ability to establish and maintain effective working relationships with Department staff and behavioral health system partners. Ability to make clear and pertinent statements orally and in writing. Knowledge of basic principles and methods of working with adults and children with mental illness. Knowledge of substance abuse resources, Department of Humans Services/Medical Assistance application information and other County Human services resources. Knowledge of the structure, organization and methods of public and private behavioral health agencies. Knowledge of basic methods and principles of community organization. Project Management experience and the ability to use MS Project and other project management tools preferred. Experience with PA Medicaid Managed Care preferred. Experience managing a Behavioral Health program against program standards and requirements preferred. Local and Regional travel occasionally required. Job Details Job ID 6213
