RHD is seeking a Program Manager for its Crossroads’ Street 2 Feet Outreach Center program in Monroe County. RHD offers a generous benefits package, and this position pays an annual salary of $48,039.26 PLUS a sign on bonus of $3000 ($1500 paid upon successful completion of 90 days, $1500 upon successful completion of 180 days).

We offer programs and workshops to our staff that support furthering education and the development of leadership skills Position Summary Crossroads Community Services’ homeless Day Center, Street 2 Feet Outreach Center is looking for a Program Manager to oversee day to day operations and supervision of staff, interns and volunteers. Street 2 Feet Outreach Center is the single point of access to homeless services for those experiencing homelessness in the Pocono Region, offering showers, laundry, case management services with linkage and referrals to community resources, coordinated entry services, employment programs, street outreach, etc. with the goal of assisting participants in obtaining stable, affordable and safe housing in the community of their choice. Program is open Monday – Friday 8-4pm. The Program Manager provides leadership and supervision to case management and outreach staff, overseeing day-to-day program operations and maintaining a safe, supportive environment for consumers. Responsibilities include staff training, scheduling, site management, compliance with funder and agency regulations, documentation oversight, budget and donation management, and participation in community engagement activities. The Program Manager ensures services align with consumer treatment plans while supporting crisis response, maintaining facility safety, and representing the organization at external events. Essential Duties and Functions Leadership Provide supervision, guidance, training, and mentoring to case management and outreach staff. Support staff development by addressing performance needs and improvements. Assist with interviewing and onboarding new case management and outreach candidates. Act as a role model by demonstrating positive attitudes, professional behavior, and commitment to organizational values. Participate in team meetings and represent the organization at community events. Programming Oversee day-to-day operations of the Street 2 Feet Outreach Center. Coordinate and solicit for volunteers and internship opportunities. Support staff in street outreach and crisis situations, ensuring appropriate reporting and response. Ensure adherence to all funder guidelines, program regulations, and quality assurance measures. Administrative Manage and monitor budgets, track donations and purchase program supplies Donor Management Track, document, and report program data, including funder-required and internal monthly reports. Oversee site maintenance and safety for both physical locations and vehicles, reporting issues as needed. Monitor and ensure completion of required documentation Support ongoing quality assurance efforts and participate in assigned activities. Perform other administrative duties as assigned. Requirements Qualifications Bachelors Degree with minimum 5 years’ experience working with adults with IDD/Behavioral Mental Health Diagnosis/Drug and Alcohol Recovery Programs/Homeless population 2 years Supervisory experience or equivalent education and work experience. Demonstrates a strong working knowledge of the appropriate regulations, RHD values and program policies and procedures. Basic computer and internet literacy with the ability to utilize applications like emails, time recording and other programs to enter and retrieve data as necessary to perform the essential functions of the job. Valid Driver’s License and personal vehicle with state minimum liability insurance coverage. Subject to employment screenings, including FBI clearance, if applicable.
