Job Overview:

TeamPHCA is actively seeking an experienced and results-oriented Administrator to oversee and optimize our internal processes. As the Day Program Director, you will be responsible for managing the social services program, leading teams of professionals, and ensuring efficient coordination of activities to meet the needs of the individuals, ensure compliance and drive business growth. The ideal candidate will have a proven track record in prospecting to include the ability to add referrals, client success, human resources, quality assurance, marketing, recruiting, program implementation and social/community impact. You must hold liability insurance and the cost will be reimbursed to the company from your first paycheck.

Key Responsibilities:

The Adult Day Program Director at TeamPHCA is a full-time exempt position with direct oversight of service delivery for individuals attending the Adult Day Program, funded by the Office of Developmental Programs (ODP). The Director possesses a thorough understanding of ODP’s vision for services for adults with disabilities and is responsible for designing, developing, and implementing program policies and procedures to ensure compliance and program integrity in accordance with state regulations and industry best practices. Guided by TeamPHCA’s core principles, this role focuses on delivering high-quality programming, providing consistent and equitable supervision, fostering stakeholder engagement, and offering dynamic leadership. The Director serves as a subject matter expert for Adult Day Programming at TeamPHCA, including both community and facility-based care, while ensuring the health and safety of all individuals served per 5 sites. You will be responsible for overseeing 5 sites. Under Pennsylvania’s § 2380 regulations for day programs, the CEO or the Day Program Director has significant responsibilities to ensure the program operates in compliance with state requirements. These responsibilities may include, but are not limited to, the following:

Policy Development :

Create and enforce policies and procedures that align with regulatory requirements.

Incident Management :

Oversee incident reporting, investigation, and analysis processes in compliance with §§ 2380.17-19.

Grievance Procedures :

Implement and monitor written grievance procedures as outlined in

Ensure accurate and up-to-date records are maintained for individuals and staff, including incident reports, assessments, and medical records

Staffing and Training:
Program Specialist Oversight :

Assign at least one qualified Program Specialist per 30 individuals and ensure they meet the qualifications outlined in

Staff Training :

Develop and maintain a comprehensive training plan, including orientation, emergency procedures, and annual training for all staff Flexibly work outside of a traditional Monday-Friday, 9:00 AM-5:00 PM schedule based on program needs. Provide direct support by filling in as a Direct Support Professional (DSP) and/or Program Specialist when coverage is needed to ensure uninterrupted operation of the facility. Be available to report to work on weekends, evenings, or holidays as needed, particularly during staffing shortages or emergent circumstances. Respond promptly and be on-site during any incidents or critical events to ensure compliance, safety, and appropriate follow-up. Maintain readiness to assume multiple operational roles to support the continuity and quality of services provided to individuals.

Medical and Health Oversight:
Health and Safety :

Ensure staff and individuals comply with physical examination requirements, emergency medical plans, and medication management.

Medication Oversight :

Develop processes for medication administration, self-administration, error reporting, and disposal of discontinued or expired medications.

Financial and Budgetary Management:
Resource Allocation :

Ensure resources are effectively allocated to meet program needs while staying within the approved budget.

Billing Compliance :

Ensure services billed meet all state and federal requirements.

Communication and Advocacy:

Recruitment/HR/Billing:

Hire, interview and train upper and lower level positions. Reconcile all billing to include denials and rejections, ensure proper submission Oversee supervision for recruitment/HR/billing and all international staff Conduct Performance Evaluations Terminate and Coach Performance evaluations

Quality Assurance and Reporting:

Ensure compliance with all ODP requirements as a Provider. Run and track reports on growth metrics weekly to report for quarterly usage. Submit/Request new service lines of business through AE/ODP. Facilitate all investigations as an ODP Certified Investigator. Enter all incidents in the

HCSIS EIM

system. Conduct Audits with all relevant entities to include city, local, state and federal entities

Attend Unemployment Hearings Community Events and Stakeholder Engagement:
