Job Purpose:
This position will serve as the Regional Program Manager for the Bureau of Regional and Laboratory Services Midlands Aiken office. Assist in the direction and management of all staff and environmental programs.
Job Responsibilities:
Assist in directing and supervising staff of the Environmental Affairs, Bureau of Regional and Laboratory Services (BRLS), Midlands Aiken Air, Land, and Federal programs. Support management in planning, monitoring, scheduling and auditing staff performance, accuracy, workload distribution and program needs. Complete Employee Performance and Management System documents and other administrative requirements in a timely manner. Responsible for developing strategies and managing workload of staff to ensure program commitments are met or exceeded and that regulations are appropriately enforced. Advise Regional Director of staffing and resource needs; conduct staff meetings and provide information to staff.
Prepare or supervise responses to internal and external inquiries concerning BRLS related matters, including but not limited to: permits, projects, enforcement actions, inspections, constituent/legislative inquiries, media inquiries and citizen complaints/inquiries. Attends and makes presentations to professional organizations and public interest groups as requested; makes presentations to the Board, legislators and the Governor’s Office. Perform all duties required to ensure that the office meets daily requirements in the absence of the Regional Director. Coordinate issues (regulation development, training, inspection goals, etc.) between assigned program areas and all of the region. Participate in agency committees and task forces that make decisions on policies, procedures and regulations having statewide impacts. Provide multimedia or single media technical assistance on state and federal environmental laws, regulations, standards and policies to other staff and the public. Serves and supports the regional Environmental Response Team as needed. May be required to assist in emergency events. Assure satisfactory response to spills of oil or chemicals and to other environmental emergencies.
Perform other duties as required, which includes attending periodic staff meetings and training.
Minimum and Additional Requirements
A bachelor’s degree in a related field and 4 years of related environmental experience or a master’s degree in related technical field and 3 years of environmental related experience. Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Additional Requirements:
Must have valid state driver’s license, and ability to operate personal and state-owned vehicles.

Excellent communication and organizational skills. Work effectively in a team-oriented environment and encourage positive working relationships with coworkers, industry, and government officials. Work independently in a field environment. Ability to successfully complete prescribed technical coursework and pass any test relevant to the position within the probationary period or trial period. Work in all reasonable weather conditions and access non-traditional work environments.

Thorough knowledge and understanding of applicable state and federal environmental health (air, land, and federal regulations. Supervisory experience and experience leading an environmental health team.
Data management skills.
