Responsibilities of the
Handle With Care Program Coordinator II:
Employee’s job purpose is to increase the Handle with Care Model in Upstate Counties. Employee will engage in creating, building, and sustaining relationships within communities to increase awareness of available resources and services within the State of South Carolina. Employee will engage in data collection to measure the position’s efficacy regarding county and stakeholder participation. Employee must have experience and demonstrate aptitude regarding administrative tasks, relationship-building, effective communication, public speaking, and data-capturing. Employee will further the Agency’s vision and mission through collaboration with stakeholders, community members, and the State HWC Coordinator. With general supervision of the System Improvement Director, the HWC Coordinator will be tasked with serving as the primary point of contact for the HWC program in the Upstate Region. Build and maintain strong relationships with key partners and community members to ensure effective collaboration and support for the HWC initiative and raising awareness of current and available resources in South Carolina. Employee will represent the HWC program at regional meetings, conferences, and other events as needed. Employee will attend community events to promote available resources and services in the State of South Carolina. Employee will collect, analyze, and report on data related to program performance and outcomes, providing regular updates to the statewide HWC Team. Employee will thoughtfully identify opportunities for program expansion and enhancement based on evaluation findings.
The HWC Upstate Coordinator will be responsible for the operational success of the Handle with Care (HWC) Program within the Upstate region (Anderson, Oconee, Greenville, Pickens, Spartanburg, Cherokee, Laurens, Greenwood, Abbeville, and Union Counties). This role ensures seamless team support, program implementation, quality control, and evaluation at the regional level. The position requires close coordination with law enforcement, educational boards, school personnel, mental health professionals, social services agencies, and other systemic and community resource providers at both the state and local levels. The coordinator will work in collaboration with the statewide HWC Team to maintain and expand the initiative across the region. The Handle with Care Coordinator will engage in creating, building, and sustaining relationships within communities to increase awareness of available resources and services and will engage in a variety of community events to promote services.
Coordinate the implementation of the HWC program across the Upstate region, ensuring alignment with statewide goals and objectives. Oversee the delivery of HWC services, including training, support, and resources to law enforcement, schools, and community partners. Monitor program activities to ensure they meet established standards and deliver intended outcomes. Collect data and compile monthly reports from all participating partners to track progress and outcomes.
Cultivate existing relationships with key stakeholders and service providers, ensuring sufficient space, resources, and access to services for identified children and families. Develop and establish new relationships to support both existing and developing HWC projects. Serve as the primary point of contact for the HWC program in the Upstate region, liaising with law enforcement, school personnel, child welfare agencies, and other stakeholders. Display information, speak at community-based events, and participate in outreach activities to further the goal of regional HWC implementation. Guide the HWC program through complex systems and negotiate community-based agreements for effective implementation.
Provide leadership and support to regional HWC team members, fostering a collaborative and effective working environment. Recruit, develop, encourage, support, and retain individuals and teams that further the goals of HWC in the Upstate region. Maintain a consistent presence in regional organizations and schools, actively developing and implementing the HWC program. Facilitate regular team meetings to discuss progress, challenges, and strategies for improvement. Develop and implement strategies that maximize synergies and promote cohesion among multi-disciplinary program areas.
Assumes primary responsibility for identifying and attending community events in the Upstate region. Employee will build and maintain relationships with key stakeholders and community members to identify and raise awareness about available services in the State of South Carolina and will ensure the community and stakeholders know how to connect to these resources. Perform other duties as required or directed. This is a grant position related to the Department of Children’s Advocacy and University of South Carolina School of Medicine Disability Resources contract wherein the DCA is authorized to hire an employee to fulfill certain requirements associated with a “Handle With Care” grant secured by the USCSOM. The grant and contractual period end September 30, 2026.
Minimum and Additional Requirements
Bachelor’s Degree and professional experience with child welfare, investigations, education, or other related field.

Position may be required to report to work during emergency situations.
This job will require travel throughout the state. The applicant must possess a valid South Carolina driver’s license and reliable vehicle and must be able to drive independently throughout the state.
Preferred Qualifications
Preferred:
Demonstrated knowledge of law and policy regarding child-serving agencies’ services and programs, a master’s degree of Social Work, and two years of experience working with high-performance, collaborative, and constructive environments. Demonstrated success in team participation, developing, and operationalizing innovative programs.
