QUALIFICATIONS
Master’s Degree required – Doctorate or Specialist Degree preferred
South Carolina Certification in Special Education required or as a Psychologist required
Administrative experience in Special Education Law/IDEA Regulations required
South Carolina Certification as an Elementary/Secondary Principal preferred
Experience as an administrator preferred
GENERAL SUMMARY
Under limited direction plans, develops and implements special education and special services for the school district. Assists the Superintendent in the development of strategic planning, policy development and implementation of objectives. Reports to the Superintendent.
ESSENTIAL FUNCTIONS
Directs, plans, coordinates, and implements a comprehensive special services program for the school district in support of District strategic goals and operational/educational needs to include Exceptional children, Multilingual Learners, and Gifted and Talented
Supervises subordinate personnel staff which involves such duties as instructing, assigning and reviewing work, planning, allocating personnel, acting on employee problems, and recommending promotions and disciplinary action.
Serves district administrative personnel as technical consultant and advisor regarding curriculum and other types of programs for students with special needs and special programs.
Represents the district on various regional, state, and/or national councils or committees concerned with special services and special programs.
Maintains pertinent data on special programs and makes reports to the District Superintendent, the State Department of Education and other appropriate persons or agencies as required.
Coordinates contracted services for students’ education in other district programs, multi-district programs, private programs, or other facilities.
Keeps abreast of availability of funds (federal or otherwise) for projects and develops or assists in the development of such project proposals as are needed to obtain grants.
Develops a budget for special programs for the district with the assistance of personnel in the instruction department and presents it to the Superintendent.
Assumes responsibility for keeping the district in compliance with the state and federal regulations regarding programs for special populations and keeps appropriate school personnel informed of the situation.
Supervises various types of screening programs dealing with handicapped students which may be required by the district or the State Department of Education.
Supervises the services of the school psychologists.
Coordinates the homebound instructional program by authorizing eligibility for service and payment for services rendered.
The Director of Special Programs serves as the Title III Coordinator and oversees all Title III requirements including, but not limited to, identification, budgeting, programming (Multilingual Learner Program), and testing.
The Director of Special Programs serves as the Gifted and Talented Coordinator and oversees all Gifted and Talented requirements including, but not limited to, identification, testing and elementary programming.
