DCSProgram Manager – Adoptions – Statewide This position requires acriminal background check. This Program Manager position is inthe Adoptions division of the Statewide Specialized SupportServices team. It is located in Smith County but can sit in anycounty across the state.
Qualifications Education and Experience:
Graduation from an accredited college or university with abachelor’s degree and experience equivalent to five years ofprofessional work in one or a combination of the following:counseling or case management services, or program evaluation ofcounseling or case management services, two years of which mustinclude children’s and/or juvenile services program evaluation.
Substitution of Education for
Experience:
Graduate course workcredit received from an accredited college or university in socialwork, criminal justice, psychology, sociology, human services,and/or child development may substitute for the required experienceon a year-for-year basis to a maximum of two years, there being nosubstitution for the required two years of children’s servicesprogram evaluation (e.g. 36 graduate quarter hours in one or acombination of the above listed fields may substitute for one yearof the required experience). Overview Summary:
Under general supervision, is responsible for Children’s Servicesprogram policy and procedure development work of considerabledifficulty and supervisory work of average difficulty; and performsrelated work as required.
Distinguishing Features:
An employee inthis class acts as the first full supervisor responsible for policyand procedure development in an assigned program area, or acts asan area consultant for assigned field staff in the program area.
This class differs from that of DCS Program Coordinator in that anincumbent of the latter acts as a lead policy writer for theprogram policy and procedure development or acts as theCommissioner’s designee in Children Protective Services custodydeterminations. This class differs from those in the DCS ProgramDirector sub-series in that incumbents of the latter direct policyand procedure development for a specific program or several smallprograms and supervise employees in this class. Review case notes and other relevant documentation to assessthe quality of case management services provided to children andfamilies. Evaluate the work of staff and volunteers to ensure thatprograms are of appropriate quality. Evaluate the work of staff and volunteers to ensure thatresources are used effectively. Review documentation of program service delivery to ensureadherence to departmental policies and procedures. Evaluate reports that detail past service achievements andpresent outcomes/measurements in order to meet expected goals forfuture service delivery.

Analyze systemic influences that impact case management andmake recommendations to improve efficiency and quality of theorganization, its operations and services.
