Arnold AFB- Tullahoma, TN (On-site) Canvas is seeking a suitable candidate to provide advisory and assistance services in a Program Manager role for Small Unmanned Aerial Systems (SUAS) and Counter-Small Unmanned Aerial Systems (C-SUAS) in support of TSD Security Forces at Arnold AFB, TN. The candidate will provide technical expertise to Security Forces and installation leadership on SUAS and C-SAUS readiness, training, risk management, and integrated defense capabilities; administer all SUAS and C-SAUS software and databases; maintain accountability of related equipment, certifications, and training; manage SUAS and C-SUAS standards and evaluation programs; and provide readiness determinations for Security Forces members. The candidate will plan and execute assignments independently; develop solutions to highly complex problems; analyze, interpret, and report findings; and guide technical and programmatic work of team members supporting such efforts. Major roles and responsibilities include the following:

Duties:

+ Manages SUAS and CSUAS program for the Security Forces Squadron. + Performs as a subject matter expert for all assigned SUAS and CSUAS platforms. + Provides expert level knowledge of assigned SUAS and C-SUAS system, design, capabilities and limiting factors. + Develops SUAS and CSUAS Concept of Operations, Concept of Employment, wing-level command policies and directives. + Ensures key leaders are apprised of SUAS and C-SUAS domestic operations. + Builds and disseminates annual reports summarizing domestic operations reportable to Secretary of Defense for Intelligence and Senior Intelligence Oversight Official. + Validates mission readiness of military SUAS-O (SUAS-Operator) and provides substantiated Go/No-Go determinations to unit-level commanders for SUAS-O world-wide deployment taskings. + Prepares advanced-level briefings, analyzes operational risks and provides documented quantifiable mission assessments to Security Forces leadership. + Performs and briefs wing level leadership on SUAS mission analysis and platform capability determinations. + Maintains SUAS program compliance with Federal Aviation Regulation, International Civil Aviation Organization, Air Force and Space Force instruction. + Ensures quality assurance across a broad spectrum of training materials and assists in syllabus development to ensure accurate syllabus flow and training content. + Administers SUAS-O standardization and evaluation program, to include operator compliance with industry standards, standardization of operational procedures and trends analysis. + Ensure all appointed CSUAS Information System Security Officers are in accordance with program requirements. + Maintains communications with all applicable Air Force and federal entities to ensure compliance, efficacy, and legality of the unit-level C-SUAS program. + Ensures compliance with intelligence oversight directives and national airspace system agreements. + Conducts long-term planning, work load management, functional/technical advice and guidance, and continuity of operations for the unit-level SUAS and C-SUAS program. + Establishes SUAS and C-SAUS operational continuity. + Develop program-related operational instructions, guides, historical documentation + Research, interprets, analyzes and applies guidelines which include national security policy statements, Executive Orders, DOD policies, concepts, and applicable special security policy directives. + Aligns all SUAS and C-SAUS guidance with Air Force, Space Force, and higher headquarter instruction and directives. + Provides metric and analysis systems to assess efficiency, effectiveness, and compliance with program-related regulatory procedures. + Serves as the unit liaison for incorporation of SUAS and C-SAUS into installation integrated defense planning and application. + Provides conflict resolution recommendations and coordinates input into the installation integrated defense plan. + Recommends procurement of all SUAS and C-SUAS equipment and training as required. + Performs mission planning, debriefs and synchronizes fiscal and calendar year requirements. + Submits budget requests and justifications to leadership. + Manages all SUAS and C-SUAS program software and equipment logistics. + Perform on-hand accountability and record keeping of program-related equipment which requires operating Government Owned Vehicles (GOV) as part of assigned duties. + Administers SUASMAN accountability software and regularly updates SUAS-O and SUAS equipment mission readiness status. + Serves as lead equipment custodian. + Manages government property in possession of the Air Force and documents in the accountable property system of record. + Administers flight crew information files and maintains currency in a living library. + Performs and provides record keeping for mishap reporting and flight-related special interest items. + Captures and records flight telemetry and video data. + Ensures SUAS-O, SUAS, and CSAUS certifications and training are current and recorded on file. + Serve as the training authority and expert on all matters involving modernization and programming of SUAS and C-SUAS. + Creates, builds, maintains, monitors and updates training guidance and training plans for all SUAS-O personnel. + Ensure all SUAS-O personnel are fully trained, certified and authorized to plan and conduct SUAS and C-SUAS operations. + Provides logistical oversight of training course TDY requirements for all SUAS-O members. + Determines training level requirements for SUAS-O personnel and confirms certification completion and compliance. + Oversees all SUAS-O personnel medical readiness to fly SUAS equipment. + Gains and maintains proper cybersecurity certification as required by the Department of Defense or other authorities. + Maintains competency and certification in two or more distinctly different SUAS platforms, to include the RQ-11B Raven, RQ20B Puma and future like systems. + Employees maintain extensive knowledge of the Small Unmanned Aerial Systems by attending tactics conferences, simulator working groups, and various Initial Qualification (IQT) and Mission Qualification Courses (MQT). + Attend courses, conferences, and briefings to increase knowledge of training processes and procedures. + Responsible for developing operator training support material/courseware, such as operator guides, handouts, charts, graphs, computer-based training modules, training plans, training task lists,

Requirements:

+ A Bachelor’s degree in a relevant engineering field. Experience for education may be substituted with customer approval + US citizenship required + A working knowledge of drone technologies + Familiarity with SUAS and C-SUAS operations + Ability to work within specific procedures and processes of the Air Force Test Center and DoD regulations and guidelines + Excellent verbal and written communication skills along with customer interaction and presentation capabilities + Dedication to achieving the mission of the TSD Security Forces, as well as high standards of quality and excellence in performing duties + Ability to work in a fast-paced environment while being able to prioritize work to balance multiple projects and deadlines

Security Clearance:

+ Must have an active and transferable DoD security clearance with current investigation at the required level. Must be able to maintain the required clearance.
