Job Description
Early Care & Education Program Supervisor The Family Place 319 Us Route 5 South, Norwich, VT 05055 Position Purpose Guided by the Vermont Childcare Licensing and Step Ahead Recognition System (STARS) guidelines as well as the Strengthening Families framework, the Early Care and Education Program (ECEP) Coordinator has overall responsibility for implementing and maintaining a safe environment that fosters learning and healthy development of all infants and toddlers enrolled in the Program. Key Accountabilities Program Responsibilities (65%) Build responsive, respectful relationships with children, families, staff members, and community partners. Promote children’s physical, social, emotional, and cognitive development by overseeing the planning and implementation of a creative daily curriculum. Ensure that caregivers are informed through clear and constant communication. Ensure that all children are screened using the ASQ tool at least twice a year and that observations and assessments of children using Teacher’s Designed Observation System are performed weekly. Oversee the use of the Classroom Assessment Scoring System (CLASS) and the implementation of its action plan. Oversee bi-annual Caregiver-Teacher conferences. Lead the yearly Strengthening Families (SF) self-assessment in partnership with the ECEP advisory council. In partnership with the Program Director, support the development and implementation of the yearly SF Improvement Plan based on the self-assessment results. Provide necessary documentation to the Program Director for the completion of quarterly SF reports. In collaboration with the Program Director and Funds Development Director, contribute to the writing, monitoring and reporting of all Program related grants or other funding sources. Provide data and information on ECEP activities as needed. Maintain State of Vermont Licensing and STARS status in good standing by meeting programs’ requirements, completing annual reports and fulfilling all re-certification procedures. Oversee all enrollment activities from maintaining the waitlist to making sure that all documentation is completed, including the CCFAP application. Engage all teachers in the orientation of new families. Oversee staff scheduling and subbing needs. Complete staff performance review and goal setting process by June 30th every year. Participate in recruitment and selection of new ECEP staff and provide Program orientation to new hires. Children and Adult Care Food Program (15%) Ensure that the ECEP meets all CACFP regulations and requirements by overseeing families’ enrollment, daily practices of food preparation and delivery, including production records, meals count and claim preparations. Develop menus following CACFP guidelines. Ensure that ingredients are available for food preparation by overseeing Willing Hands’ donations, VT Food Bank and grocery store orders. Ensure that all staff involved in food preparation are up to date with CACFP and VT Food Bank training. Team Oversight (5%) Provide supervision and mentorship to all teachers including but not limited to monthly supervision, yearly performance review, and goal setting. Facilitate monthly ECEP team meetings Documentation (5%) Maintain documentation as required by contracts or PCC which includes data entry in TFP database files, case notes, and reports for funders. Oversee all CACFP documentation to ensure timely billing. Inform/update bookkeeper of any enrollment and tuition changes. Staff and Team Responsibilities (5%) Attend staff meetings, group supervision, Management Team and Direct Service (DSM) meetings, and other appropriate agency meetings. Represent the agency in the community, and identify community needs as they interface with the agency. Participate in fundraising, parent education and public awareness activities as workload permits. Professional Development (5%) Attend all mandatory training (HIPAA, Mandated Reporter, Safety) and other topics such as DEI and TFP services and programs. Comply with the Children and Adult Care Food Program (CACFP) training requirements. Comply with the Vermont Licensing and STARS programs’ training requirements. Comply with the Strengthening Families Grant (SFG) agreement training requirements. Perform other duties as assigned. Position Qualifications Education and Experience Minimum of Associate Degre w/major or concentration in ECE or Elementary Education or Child or Human Development or Child and Family Services. Bachelor’s degree in early childhood education or related field (preferred). Minimum of 5 years of experience in the early care and education field Minimum of 3 years of supervision experience. Skills & Knowledge Knowledge of the Vermont State Licensing and Step Ahead Recognition System (STARS) programs (required). Knowledge of the Strengthening Families Framework (preferred). Ability to work independently, multi-task and set priorities. Strong communication skills Understanding of Poverty and trauma informed practices.
