The candidate must have a wide-ranging understanding of shipbuilding and experience with the US Coast Guard is essential. This position is Key. The Program will oversee execution of project management and administrative support, SharePoint technical and data management support services, test, evaluation and quality assurance (QA) and logistics support including post-delivery coordination. Prior experience must include project/program management showing successful initiation, planning, design, execution, monitoring, controlling, and closure of shipbuilding. SharePoint experience is needed. The Project Manager will act as the Lead PM, which will include leadership, oversight, and mentorship of personnel, responsibilities of all deliverables, and representation as the senior contractor to the Government. The Project Manager will be brought on prior to contract to start to assist in the recruiting, interviewing, and hiring of their team and the kickoff/transitions. The Project Management Support Services (PMSS) Team is expected to be comprised of 6-8 contractors, including SharePoint Developers, Quality Assurance Specialists, and Logisticians. The contract Key Position role is expected to be available in early August 2025 and will report to the ITC Director of Operations or the assigned Corporate Program Manager (PMSS001, approved 15 May 2025).
Education Required:
- Bachelor’s degree from an accredited college or university.
Experience Required:
- Minimum of five (5) years of project/program management in shipyard operations and ship construction.
- Proficiency with Primavera
- Program Management skills including planning, directing, coordinating, and managing administrative activities of the contract; supervising task managers in the execution of their assigned duties; reviewing and maintaining quality of technical work done on the program; assuring and monitoring the timeliness and quality of all work products; task and work planning; controlling budget, schedule, and task execution; managing subcontractors; and managing and supervising personnel.
- Experience as a program leader
- leadership, supervisory and personnel oversight, performance reporting, coaching, and mentorship skills are essential
- Expertise in oral and written English communications skills
- Advanced skills in the Microsoft Office environment is essential (Word, PowerPoint, Excel, Teams, SharePoint)

- PMI Project Management Professional (PMP) certification (preferred, not required) The Project Manager will:
- Serve as the main point of contact for the KO, KS, COR, and PRO XD. Ensure seamless communication and coordination.
- During any absence, ensure only one alternate has full authority to act on all matters related to the contract.
- Be available to the COR, KO, and KS between 0700 and 1600 CST, Monday through Friday. Respond to technical problems within one business day.
- Provide daily administrative support, including documentation, communication, task tracking, briefings, and meeting support.
- Obtain, present, and prepare various recurring and special reports. Provide input and editing for routine and non-routine reports.
- Receive, distribute, and follow up on incoming correspondence. Prepare executive and staff-level correspondence and non-technical reports.
- Compile statistics and analyses for decision-making. Perform periodic reviews of office coordination and workflow.
- Support the administration, collection, and submission of data calls, ensuring timely responses.
- Ensure all correspondence and documents comply with
COMDTINST M5216.4
(series) standards.
- Research and recommend suitable communication tools and products for key events.
- Support the coordination of special programs and media events. Maintain a history file of program-related media.
- Monitor the WCC production contractor’s IMS using Primavera for consistency and accuracy. Report discrepancies.
- Maintain the WCC PRO IMS, incorporating updates as needed.
