Position Summary:
The Project Director is responsible for the overall administration, coordination, and supervision of a HUD-funded Joint Transitional Housing•Rapid Rehousing program through Turning Point Domestic Violence/Sexual Assault Services. The program serves survivors of domestic violence, dating violence, sexual assault, or stalking in the communities within Marengo, Sumter, Greene, Hale, Dallas, Perry and Wilcox Counties in Alabama. This role ensures that all services are delivered in alignment with Housing First principles, VAWA protections, and HUD CoC regulations. The Project Director provides strategic oversight of program operations and the transitional housing location(s), supervises staff, ensures data integrity, and leads compliance with grant requirements. More importantly, the Project Director ensures clients are supported in accessing either or both program components, with an emphasis on voluntary service participation and survivor choice. Essential Duties and Responsibilities 1.
Program Leadership & Regulatory Compliance:
Provide day-to-day leadership of the joint component program, ensuring the effectiveness, responsiveness, and quality of all services. Ensure compliance with all HUD CoC Program regulations, VAWA requirements, and agency policies related to eligibility, documentation, confidentiality, fair housing, and program design. Lead the development, implementation, and continual refinement of program policies, procedures, and workflows to reflect best practices and HUD updates. Ensure adherence to client-centered, trauma-informed, and service delivery standards. 2.
Staff Supervision and Development:
Supervise and support a team of case managers and support staff assigned to both TH and RRH components. Conduct staff hiring, onboarding, training, and performance evaluations under supervision of the Executive Director. Facilitate regular team meetings, coaching sessions, and organization collaboration to ensure staff understanding of the distinction and connection between TH and RRH. Promote a culture of accountability, respect, and compassion across all staff interactions with clients and each other as consistent with Turning Point’s standard of care 3.
Client Support Oversight:
Oversee the delivery of case management, crisis intervention, housing stabilization, and referral services to ensure client needs are met. Ensure that clients are informed of their right to participate in Rapid Rehousing without participating in Transitional Housing, per HUD’s flexibility within the joint component. Serve as a point of escalation for complex client cases, collaborating with the team to resolve challenges while maintaining compliance, dignity and confidentiality for survivors. 4.
Data, Evaluation, and Reporting:
Ensure accurate, timely, and complete data entry into compliant Comparable Database in accordance with VAWA standards and HUD’s Data Standards. Monitor program performance outcomes, including housing placement rates, income changes, housing retention, and service utilization. Prepare and submit all required reports, including the Annual Performance Report (APR), grant deliverables, internal dashboards, and HUD monitoring documentation. 5.
Budget and Grant Management:
Collaborate with Financial Officer to develop and manage the program budget, ensuring appropriate use of rental assistance, supportive services, and operations funds. Ensure funds are expended in accordance with compliance guidelines so that reimbursements for programmatic expenses are approved and allowable Monitor expenditures in accordance with HUD grant regulations, agency policy, and cost reasonableness standards. Assist in responding to funder monitoring visits, data reviews, and audits by maintaining thorough documentation and compliance readiness. 6.
Community Collaboration and Systems Engagement:
Act as a liaison to community partners, landlords, service providers, organization administration and the local Coordinated Entry System. Participate in CoC and DV-specific provider meetings, trainings, and system coordination efforts. Foster strong relationships with housing providers and stakeholders to expand housing opportunities for survivors and increase program capacity. 7.
Organizational Integration and Strategic Initiatives:
Collaborate with agency leadership on cross-program strategies, grant proposals, and organizational growth opportunities. Support agency-wide strengthening of initiatives and resources and contribute to a trauma-informed organizational culture. Other tasks assigned by
Executive Director Qualifications Required:
Bachelor’s degree in social work, human services, nonprofit management, or a related field; Master’s degree preferred. Personal vehicle with valid driver’s license and insurance and willingness to utilize vehicle for travel within service area and to main office in Tuscaloosa regularly (mileage reimbursed)
Preferred:
Minimum three (3) years of progressive experience in program management or supervision in housing, DV services, or homeless services. Knowledge and understanding of HUD’s Continuum of Care Program, Housing First model, and VAWA regulations is a plus Passionate about working with survivors of domestic and sexual violence, and a strong commitment to client autonomy and confidentiality. Able to collaborate and work well with agency staff in achieving agency goals
Skills and Competencies:
Proven ability to manage staff, programs, and partnerships effectively in a nonprofit or housing context. Strong working knowledge of trauma-informed practices, voluntary services, and safety planning. Proficiency with data systems, budget tracking, and reporting; familiarity with Comparable Databases strongly preferred. Excellent written and verbal communication, organizational, and leadership skills. Ability to work independently, handle multiple priorities, and meet deadlines under pressure. Efficient at learning and mastering new skills with a drive to become as knowledgeable as possible in order to assist victims to the fullest extent. Work Schedule Normal work schedule is 40 hours per week, 8 a.m.•5 p.m. Some evening hours may be required and schedule must be flexible based on needs of clients.
